This paper summarized the characteristics of the five-plan from the first five-year plan to the thirteenth five-year plan, and analyzed the implication and characteristics of the fourteenth five-year plan. China economy make rapid growth based on the five-year plan. But the internal and external environment more and more worse, and the China economic growth faced to the structural problems. In particular, the income inequality, urban and rural development disparity, state ownership sector and non-state ownership sector’s structure contradiction need to improve. To these problem, the fourteenth five-year plan will drive three development strategy, that is, welfare improvement, classification of government and market role, increasing the innovation capacity. Korea need to analyze the China’s fourteenth five-year plan, and need to try finding the cooperation’s chance. This paper suggests three implications, manufacturing specialization expand, using one belt and one road strategy, and the domestic market expand.

본 연구는 중국의 5개년 계획을 제1차 5개년 계획부터 제13차 5개년 계획까 지 발전 과정을 요약정리하고 이를 바탕으로 제14차 5개년 계획의 특징과 시사 점에 대해 분석하고 있다. 중국은 그동안 지속적인 5개년 계획을 통해 괄목할 만한 성과를 창출하고 있다. 그러나 대내외 환경은 점차적으로 악화되고 있으 며 또한 중국경제성장의 구조적 문제는 단기간에 개선되기에 한계가 있다. 특 히 소득불평등, 도농 간 발전 격차, 지역 간 발전격차, 국유경제와 비국유경제 의 구조적 모순 등의 문제는 지속적인 개선이 필요하다. 이를 위해 2021년부터 2025년까지를 기간으로 하는 제14차 5개년 계획에서는 복지 증대, 정부와 시장 의 역할 구분, 혁신능력의 제고와 같은 발전전략을 추진할 계획이다. 한국의 입 장에서는 중국의 제14차 5개년 계획에 대한 철저한 분석이 필요하며 이를 통해 상호 협력하고 성장할 수 있는 공간과 기회를 모색해 보아야 한다. 특히 본 연 구에서는 제조업 분업 확대, 일대일로 전략 활용 그리고 내수시장 기회 활용 세 가지 측면에서 시사점을 제시하고 있다.
