After the reform and opening up, the transformation of the Chinese economy into a market economy took place at a very rapid pace. Private entrepreneurial activities played a significant role in one of the pillars of this economic development. As the individual's economic freedom expanded and the factor market was formed in stages, the production activities previously in charge of the public sector in the planned economy were replaced by private entrepreneurs. New markets for products and services were continuously formed. Private entrepreneurship activities have been developing and playing different roles at different times in the transitioning Chinese economy. This paper explores its changing status by analyzing the developmental aspects of these private entrepreneurship activities. In this process, various aspects of Chinese private entrepreneurship activities are revealed and analyzed by region. The development of the Chinese market economy takes on a variety of shapes by region depending on the policy of the central government and the response to the conditions of the local government. This paper highlights the different status of private entrepreneurship activities by region and the policy approaches of local governments in China by analyzing them separately. Next, this paper highlights the crisis faced by Chinese private entrepreneurship activities and introduces the Chinese government's policy transition efforts to cope with it.

개혁개방 이후 중국경제의 시장경제로의 전환과 성장은 매우 빠른 속도로 이뤄졌다. 이러한 경제성장의 한 축에는 민간 창업 활동이 큰 역할을 했다. 개인의 경제적 자유가 확대되고 요소시장이 단계적으로 형성되면서 이전에는 계획경제체제에서 공공부문이 담당하던 생산활동이 민간 창업가들에 의해 대체되고 새로운 시장이 창출되었다. 민간 창업 활동은 전환하는 중국경제에서 시기별로 다른 역할을 하며 발전해 오고 있다. 본 논문은 이러한 민간 창업 활동의 발전 양상을 분석함으로써 그 위상을 탐구한다. 이 과정에서 중국의 민간 창업 활동의 지역별 다양한 모습을 드러내 비교 분석한다. 중국 시장경제의 발전은 중앙 정부의 방침과 지방정부의 여건에 따른 대응에 따라 지역별로 다양한 모습을 띠고 있다. 본 논문은 이를 구분해 분석함으로써 민간 창업 활동이 지역 별로 가지는 다른 위상과 중국 지방정부의 정책접근을 조명한다. 다음으로 본 논문은 최근 중국 민영 창업 활동이 직면한 위기를 조명하고 이에 대처하기 위한 중국 정부 차원의 정책 전환 노력을 소개한다.
