The 2019-2020 Hong Kong Protests had attracted global concerns about the autonomy damage by the Hong Kong National Security Law, but it was enforced from July 1, 2020. The key issues of the Law include the possibility of human rights violation, the restriction for freedom of expression, and the breach of the ‘One country, two systems’ principle. However Chinese government has emphasized the necessity of the Law to improve the ‘One country, two systems’ principle rather than breach or abolish it. So this study looked into Chinese opinions about the necessity of the Law, the breach of ‘two systems’ principle, and the impact on Hong Kong’s economy, by comparing them with Korean & other Asians’ ideas. Through the ‘One-way ANOVA’ and ‘Two sample t-Test,’ it can be said that Chinese generally agree on the Law but Korean & other Asians disagree on it. Such a favorable position of Chinese for the Law was also affirmed at the personal interview. It means the enforcement of the Law will continue under the Chinese government initiative in spite of deep global concern or opposition.

2019년부터 2020년까지 계속된 홍콩 시위는 홍콩 국가보안법 시행으로 인한 홍콩의 자치권 훼손 문제로 국제사회의 깊은 우려와 관심을 받았다. 홍콩 국가보안법의 핵심 이슈는 범죄 용의자에 대한 인권침해 가능성, 표현의 자유 제약 및 ‘일국양제’ 원칙 위반 등 세 가지로 요약할 수 있다. 하지만 중국 정부는 홍콩 국가보안법이 ‘일국양제’ 원칙을 위반하거나 무효화하는 것이 아니라, 그 원칙을 개선하고 보완하기 위한 것이라 며, 그 법의 필요성을 강조하고 있다. 이에 본 연구는 홍콩 국가보안법의 필요성, ‘일국 양제’ 원칙 위반 및 홍콩 경제에 대한 영향 등 세 가지 주제에 대한 중국인들의 의견을 조사하였고, 이를 한국인 및 기타 아시아인들의 의견과 비교, 분석하였다. 세 개 모집단 의 평균을 검정하기 위한 ‘아노바(ANOVA)’와 한국인과 중국인 모집단의 평균을 검정 하기 위한 ‘두 개 샘플 t 검정 (Two sample t-Test)’ 결과, 중국인들은 대체로 홍콩 국가보 안법에 대해 동의하는 것으로 나타났다. 반면 한국인과 기타 아시아인들은 그 법에 대 해 부정적인 의견이 더 많은 것으로 나타났다. 중국인들의 호의적 의견들은 그 법에 대한 개별 인터뷰를 통해서도 확인되었다. 이는 결국 중국 정부가 주도하는 홍콩 국가 보안법이 국제사회의 깊은 우려나 반대에도 불구하고 계속 시행될 것임을 의미한다.
