This paper analyzes the relative efficiency of the regional cultural work in China. The cultural work not pursue the private profit, but pursue the public profit, not same as the cultural industry. The Chinese cultural work has long development history as the mass cultural institution, include the mass cultural center, cultural center and cultural station. The mass cultural institution based on the administrative structure. To analyse the relative efficiency of the regional cultural work, this paper established the input-output structure, include three input variable and one output variable. The input variable is the employee, the total asset, and the fiscal subsidy, the output variable is the attendant person of the cultural and art training course. This paper use DEA-Window method, and the period is from 2005 to 2015. The result find as follows. First, the relative efficiency of the Beijing higher than another regions, the C-average is 0.875 in 2005 to 2015. Second, the results finds the regional concentration by the Huabei district. Third, the C-average finds that the relative efficiency of the North region higher than the South region.

본 연구는 중국을 대상으로 지역문화사업의 상대적 효율성을 비교하고 있다. 문화사업은 문화산업과 달리 사적인 이익을 추구하기 보다는 공공의 이익을 상 대적으로 중요시하고 있다. 문화사업은 정부의 재정지원에 의해서 운영되고 있 기 때문에 정부재정의 효율적 이용이라는 측면에서도 본 연구는 의의를 가진다. 문화사업의 효율성 분석에서 투입변수는 자본, 노동, 재정을 이용한다. 자본변 수는 자산총액을 대리변수로 이용하고, 노동은 종사자 수 그리고 재정은 정보 의 재정보조금을 이용한다. 산출변수는 문화강좌프로그램에 대한 지역주민의 참여자 수를 이용한다. 특히 본 연구에서는 문화사업의 산출변수로서 지역주민 의 참여를 이용한다. 왜냐하면 문화사업의 산출을 부가가치나 영업수입으로 하 게 되면 문화산업에 가까워지기 때문에 공공의 이익을 나타내기 위해서는 지역 주민의 참여가 더욱 의미를 가지기 때문이다. 중국의 성급 행정구역인 31개 지 역을 대상으로 2005년-2015년 기간 중의 지역별 문화사업의 상대적 효율성을 비교한 결과 북경시가 상대적으로 높은 수준을 나타내고 있으며, 지리적으로는 중원과 화북지역을 중심으로 문화사업의 상대적 효율성이 높게 나타났다. 그리 고 북방지역이 남방지역보다도 상대적으로 높은 효율성을 가지는 것으로 나타 났다.
