本文在对防沙、治沙以及沙产业等相关范畴进行厘清的基础上, 提出大力发 展沙产业是防沙治沙工作实现生态效益与经济效益 “双赢”的契合点。文章在对 内蒙古自治区沙漠化地区防沙治沙及沙产业发展现状进行深入分析的基础上, 以问题为导向, 通过赴鄂尔多斯等沙化较为严重地区进行实地调研, 查阅大量 相关研究成果、研究和统计数据, 提出内蒙古防沙治沙中, 大力发展沙产业才 是实现生态效益与经济效益 “双赢”之路。并且, 发展沙产业应坚持尊重自然、 顺应自然, 预防为主、保护优先, 统筹规划、因地制宜, 政策引导、自觉自愿, 主体多元、明晰产权等原则；遵循 “集约、集群、集成、集中”的 “四集”理念； 并提出发展沙产业四个方面的具体措施, 包括: 加大资金扶持, 拓展融资渠道； 加强法制建设, 强化制度保障；创新生态治理、企业生产、旅游开发、能源利用 四种模式, 完善产业结构；形成利益联结, 完善发展机制。
