The urbanization plan of the Chinese government has worked to solve urban problems and promote economic growth. This article discusses the construction of smart cities, which is one of the Chinese government’s urbanization plans. This new-type urbanization in China aims to improve the efficiency of urban services, reduce costs and resource consumption, improve contact between citizens and the government and promote economic growth. The smart city plan is a noteworthy branch of new-type urbanization because it strives to build cooperation among the government, companies and society and to build congruent local policies between every single city. The Chinese national innovation system focuses on combining a central governmental role with a public-private partnership innovation program. However, the role of the Chinese government is even more important when private companies hesitate to invest in research and development because it is too hard to recoup funds quickly in the early stages of technical development. Although this cooperation system among the government, companies and society has already been established, the Chinese national system is not ruled by the private sector but by a central government. Therefore, the government’s authority to control and launch new technology in urban areas will be more significant.

중국정부는 도시문제 해결과 지속적인 경제성장에 초점을 맞추어 도시화전략 을 수립하였다. 신형도시화는 도시 관리의 효율성과 적정성을 향상시켜 자원낭 비를 막고 사회요구에 적절히 대응함으로써 지속적인 경제성장을 추진하는 것 을 목표로 하고 있다. 현재 중국 각 도시에서 추진 중인 스마트도시 건설은 두 가지 측면에서 신형도시화의 목표를 반영하고 있다. 첫째 정부-사회-기업이 융 합하여 기초설비 투자, 기술의 적용과 활용, 기술개발을 추진함으로써 사회문제 를 해결하고 지속적인 경제성장을 촉진고자 한다. 둘째, 스마트도시 건설은 시 범단지를 중심으로 진행 중에 있으며 각 도시의 특수한 사회수요와 발전수준에 입각한 국지적인 계획이 수립되고 있다. 이렇게 수립된 계획은 목표와 전략에 있어 지역의 특수한 상황이 반영되어 실효성이 높아질 것으로 예상된다. 중국 정부는 스마트도시 건설 과정 중 중앙정부, 과학기술부문, 사업 부문과 제한적 으로 협력하는 전략을 채택하고 있다. 즉, 사회나 시장이 스스로 발의하거나 적 극적으로 의견을 개진하는 수요자 중심의 혁신정책이 아닌 정부가 주도하고 학 계와 기업이 정부와 협력하는 정부주도의 혁신방식이다. 따라서 정부가 주도하 는 스마트도시 건설로 신흥 산업 부문에서도 중국정부의 역할이 지속적으로 유 지되는 결과가 나타날 가능성이 크다.
