This paper attempts to explain a TianXiaShiJie(pax-sinica) in that the holistic structuralism perspective and to explores new research questions for the Chinese Empire Project Strategy in the twenty-first century. In this paper the main issue which I offer is the great transformation of china in the geo-political and geoeconomy level. The process of evolutional development is separated to the struggle era(china 1.0), the manufacture era(china 2.0) and the consumption era(china 3.0). A transition problem in Chinese Socialist System is the fact that china is deeply linked with a new capitalist world-economy system and the world division of labor system in geo-economy level. It regards a China Hegemonic Rising as global hegemonic power shift which was a foundation of economic power. Chinese Power Shift is based on economic growth during 30 years open door policy. I can understand that China’s change and leap have the process of disband, reconstruction, expansion and tolerance through chinese modern history. After Deng’s era, China pursue to a new challenge for global hegemony that calls the construction of China Empire. China is going to continue to evolve from world factory to world consumption market. According to the analysis about the changes of Chinese Socialist System, It would be concluded of the fact that the path of upgrade Chinese Socialist System is the reintegration of the capitalist world economy. Chinese Government focus on taking hold global economy hegemony and political hegemony. The changes of China’ Socialist System seemed to be related with the proper application of the logic of ‘Hegemonic Cycle’ and ‘Kontratief Cycle’ to illustrate the china dream in the capitalist world economy. The struggle for global hegemony between USA and PRC is continuing through 21century.

본 논문은 세계체제론과 전체론적 구조주의 시각에서 중국적 “천하세계”를 설명함과 동시에 21세기 중국의 제국화 프로젝트 전략을 탐구하고 있으며, 또 한 지정학과 지경학적 수준에서 중국의 대전환을 조망하고 있다. 이러한 중국 의 진화과정을 투쟁의 시기, 제조의 시기, 소비의 시기로 구분하여 중국사회주 의 체제 이행을 분석하며, 중국은 개혁개방 이래 세계경제와 지경학적 차원의 세계노동분업에 깊이 연계되어 막강한 경제력에 기초한 글로벌 패권추구를 시 도하고 있다고 이해한다. 특히 근대중국역사를 통해 보면 중국의 변화와 도약 은 제국의 해체, 제국의 재건, 제국의 팽창 그리고 제국의 관용실천 이라는 구 조적 시각에서 바라볼 수 있다. 현재 중국은 세계의 공장에서 세계의 소비시장 으로 진화 중에 있으며, 중국 사회주의 체제변화는 자본주의 세계경제와 연계 를 통해 가능했으며, 이러한 경향은 중국이 글로벌 경제패권과 정치적 패권을 장악하는데 강력한 힘을 부여했던 것이다. 중국은 이를 바탕으로 미중간의 글 로벌 수준의 패권경쟁을 가속화하고 있음을 지적하고 있다.
