The purpose of this study was to analyze the navigation factors of infrastructure for the development of physical education in Sejong City. For this reason, the Sejong City Physical Education Promotion Project Plan and Evaluation Report collected policy materials such as the current status of major operations, business results of reports, and literature materials. In addition, 10 experts from Sejong Viewing, Sejong City Athletic Association, Sejong City Disabled Persons Athletic Association, and administrative experts were selected to add and supplement the missing content after the material analysis and arrangement period. We interviewed these subjects on the themes of infrastructure for the development of physical education and policy challenges that we have steadily experienced so far, and as a result, we were able to reach the following conclusions in this study. As a result of analyzing and implementing the navigation factors of the infrastructure for the development of physical education in Sejong City, firstly, the composition analysis of sports organizations and operations (city physical education promotion, city physical education association, city physical education association for persons with disabilities), and secondly, Public physical education facility infrastructure navigation, and finally promotion of physical education promotion policy, led out four major areas of seven Chinese and British stations in total. Of the four major areas, the most frequent was the establishment of a local athletic association court corporation (local athletic association self-reliance, securing stable financial resources for fat athletic association), which was 149 out of the total reaction (39.5%). 본 연구의 목적은 세종특별자치시 체육발전을 위한 인프라 탐색요인을 분석하고자 진행되었다. 이를 위해 세종특별자 치시 체육진흥 사업계획서 및 평가서, 주요업무 현황 등 정책자료, 보고서의 사업성과, 문헌자료를 수집하였다. 또한, 자료분석 및 정리기간을 거쳐 부족한 내용을 추가로 보완하기 위해서 세종시청, 세종시체육회, 세종시장애인체육회, 행정전문가 10명 을 선정하였다. 이들을 대상으로 현재까지 꾸준히 겪어오던 체육발전을 위한 인프라, 정책적 난제를 주제로 면담을 실시하고, 그 결과 본 연구는 다음과 같이 결론을 얻을 수 있었다. 세종특별자치시 체육발전을 위한 인프라 탐색요인 분석 및 실시한 결과 첫 번째, 체육조직 및 업무구성분석(시 체육진흥과, 시 체육회, 시 장애인체육회), 두 번째, 공공체육시설 인프라 탐색, 마지막으로 체육진흥 정책추진에서 총 7개의 중영역과 4개의 대영역 도출하였다. 네 개의 대영역 중 가장 높은 빈도를 보인 것은 지방체육회 법정 법인화 설립(지방체육회 자생력, 지방체육회 안정적 재원확보)은 전체 반응 중 149개(39.5%)로 도출되었다. 두 번째는 계약직 신분 한계, 복무개선, ‘생활체육지도자 정규직전환’으로 반응 수가 98개, 25.9%, 대영역으로 위치되었다. 세 번째로 높은 빈도를 보인 2027 충청권 하계유니버시아드대회 유치(81개, 21.4%)는 ‘충청권 스포츠 인프라시 설 가속화’ 43개(21.4%), ‘충청권 하계유니버시아드대회 유치 절차’(38개, 10%)로 대변되었다. 그리고 마지막 요인으로, 지역스포츠과학센터설립 ‘전문선수 육성관리’의 반응 수는 49개로 전체 반응의 12.9%를 차지하였다.
