This study aims to provide a basis for a critical review of the current housing policy by analysing the views from experts on the causes and policy responses to the house price surge phenomena in the last two years. In order to base the views from experts this study firstly summarises statics of house price changes, demand side and supply side variables for the last 15 years. In-depth interviews with experts revealed common bases of views on the causes of the house price surge such as impact of lowest base rate in history, influence of the increase in the households and income. They also showed common bases of views on the policy responses such as the limits of the approach to regard whole multi-house owners as speculative demand, sustainable provision of houses from reconstruction and redevelopment, decline of balanced regional development policy, the role of public housing. Whereas experts showed contrasting views on the supply shortage and the influence of officetel provision as the causes of house price surge. They have different views on policy responses such as how and to what extent to control the negative function of multi-house owners, the effect of rearrangement of taxes, and the impact of the return of development gain from urban planning incentive to reconstruction and redevelopment in terms of public housing.

이 연구에서는 이전 15년간 주택가격변동과 관련한 기초자료를 종합적으로 정리하고, 최근 주택가격급등의 원인진단과 대응정책에 대한 주택연구 분야 전문가들의 견해를 비교분석함으로써 주택정책 논의발전의 기초를 제공하고자 했다. 심층 인터뷰를 통해 발견된 전문가들 사이의 주택가격급등 원인진단에 있어서의 공통된 인식은 저금리의 대세적 영향, 세대수 및 소득 변화의 영향, 질좋은 주택재고의 만성적 부족 등이었다. 대응정책에 있어서의 공통된 인식은 다주택자 전체를 투기수요로 보는 접근방식의 한계, 투기근절에 앞선 주거안정의 우선순위, 조세 근본 목적과 원칙에 맞는 세제 정비, 재건축과 재개발을 통한 순차적 지속적 주택공급, 지역균형발전정책의 퇴조 문제, 공공주택공급의 역할이었다. 반면, 전문가들의 견해가 대비되는 부분은 주택가격급등의 원인진단에 있어서 공급부족론과 오피스텔 공급의 영향이었다. 대응정책에서 견해가 갈렸던 부분은 다주택자의 역기능을 제어하는 접근방법과 정도, 세제 조정의 효과, 용적률 등 도시계획 인센티브로 생기는 개발이익을 공공주택을 통해 확보하는 방식의 효과와 정도로 나타났다.
