It is necessary to set ODA policy goals based on the development needs of the partner countries. In this regard, this study first explored the changes in global development needs of developing countries, and then analyzed global development trends of donor countries responding to those changes. Based on this, it suggested ODA policy goals for Korea to contribute to the international community as middle-power donor country. The most important policy goal is to supply global public goods for the issues that the international community must jointly respond to, such as the global health crisis and climate change. It is also necessary to harmoniously pursue national interests in line with the norms and universal values ​​of the international community. In addition, it needs to respond to diverse development needs required to enter middle-income countries, especially for developing countries in Asia. Finally, this paper emphasized the need to present performance targets for strategic goals of ODA in order to establish a performance management system to achieve the policy goals.

본 논문은 한국이 ODA 정책목표를 설정하는 데 있어 개발문제에 직면해 있는 수원국의 입장에서 정책문제를 설정하는 것이 필요하다는 문제의식에서 출발하였다. 이러한 점에서 본 연구는 먼저 글로벌 개발수요의 변화를 살펴보고, 공여국들의 원조 행태 변화 동향을 분석하였다. 이를 바탕으로 한국이 ODA를 통해 국제사회에 기여하기 위해 어떠한 정책목표를 설정하는 것이 좋을지에 대해 제안하였다. 가장 중요한 정책목표는 글로벌 공공재 공급을 통해서 글로벌 보건위기, 기후변화 등 국제사회가 공동으로 대응해야 하는 문제에 기여하는 것이다. 또한 국제사회의 규범과 보편적 가치에 맞춰 국익을 조화롭게 추구하는 것이 필요하다. 아시아 지역의 개발도상국을 중심으로 중소득국으로 진입하기 위해 필요한 다양한 개발수요에 대응하는 것도 중요하다. 끝으로 전략목표에 대한 성과목표를 제시하고 이를 달성하기 위한 성과관리 체계를 갖추는 것이 필요하다는 점을 강조하였다.
