The third strategic plan for international development cooperation was established in 2021. This plan includes several sub initiatives regarding the national land and urban areas. Developing countries need comprehensive planning and development management capabilities for sustainable land and urban areas because of exposure to rapid urbanization and climate change crises. The purpose of this study is to present the direction of the Korean ODA strategy for a win-win and comprehensive land and urban sector that will contribute to sustainable land and urban development in developing countries. We propose three directions based on the analysis results. The first is to establish a strategic system to present a spatial strategy program by composing the ODA framework for land and urban areas. The second is to improve the critical cooperation areas of CPS(Contry Partnership Strategy) based on the framework. Finally, it needs to strengthen the policy and planning programs for the land and urban sectors. This study will contribute to ODA policy to respond to the development need of cooperative country and strengthen the Korean ODA competitiveness.

올해 ODA 최상위 종합전략인 3차 국제개발협력 기본계획이 수립되었고, 향후 5년간 우리나라의 ODA 기본방향과 규모, 운용계획 등은 이 전략에 따라 포용적, 상생적, 혁신적, 함께하는 ODA를 목표로 이행될 것이다. 3차 기본계획에는 국토·도시분야의 세부 추진과제가 다수 포함되어 있다. 급격한 도시화와 기후변화 위기에 노출된 개발도상국은 개발 우선주의로 인해 국토자원 환경이 훼손되고 있다. 또한 여러 공여국의 순서없이 무분별하고 부분적으로 지원되는 인프라 원조로 인해 오히려 지속가능한 국토·도시를 담보하기 어려울 수 있다. 따라서 본 연구의 목적은 ODA 최상위 전략인 국제개발협력 기본계획을 중심으로 우리나라의 국토·도시분야 ODA의 세부 계획과 추진실적을 파악하고, 수원국의 지속가능한 국토와 도시개발에 기여할 수 있는 상생적이고 포괄적인 분야전략 방향을 제시하는 것이다. 연구 결과를 바탕으로 세 가지 방향을 제안하였다. 첫 번째 국토·도시ODA 프레임워크를 구성하여 전략위계를 분류하고 공간전략 중심의 프로그램을 제시하는 것이다. 두 번째는 상기 프레임워크를 바탕으로 CPS의 중점협력분야를 개선하는 것이다. 마지막으로 국토·도시분야 정책 및 계획 프로그램을 강화해 수원국의 수요에 응답하며 우리나라의 ODA 경제력을 강화하는 방안을 제안한다.
