Based on the method of literature research and case study on Little Angels , this paper introduces the concept of Culture of Heart and social capital. Moreover, the paper suggests Little Angels NGO activities as a way to revitalize social capital through the Culture of Heart and Arts. Culture of heart is based on eternal longing that comes through the relationship of love with a good heart resembling God. Culture of heart seeks to restore the relationship between God and humankind, relationship between humankind and relationship between humankind and nature. In this respect, this paper argues that arts based on the Culture of Heart is the genuine social capital. Social capital is an intangible asset that enables productive interaction and plays an important role in developing economic and social dynamics and stability in order to promote common interests among social groups such as ‘cooperation and participation’. The polarization caused by low economic growth is behind deepening conflicts among social groups, causing differences in economic interests, values, ideologies, and political and social roles. An approach that simply focuses on economic problem factors cannot be a fundamental solution. Recently, cultural arts and social capital have been emphasized as a means to solve the dilemma of collective action. Social capital through culture of arts transforms Zero-sum games to a situation enabling win-win mutual coexistence for all parties. In particular, this paper introduces the Little Angels in connection to the concept of Culture of Heart and social capital. The Little Angels is the first organization of Arts based on the Shimjeong Culture. Founded on July 26, 1963, the Little Angels as an ambassador of peace and art marks its 60th anniversary in 2020. This paper proposes some suggestions for revitalization plan of social capital through the Little Angels Arts based on Culture of Heart : first to have Little Angel's education in schools, second through the cyber platform, thirdly opening art programs for local citizens through Cultural Arts Center across the country, and finally through the overseas cultural centers.

논문은 문헌연구방법과 리틀엔젤스예술단에 대한 사례연구를 바탕으로 심정 문화예술과 사회적 자본에 대한 개념을 소개하며, 리틀엔젤스 NGO활동 대안을 중 심으로 심정문화예술을 통한 사회적 자본 활성화 방안을 제시하고자 한다. 심정문 화예술은 하나님을 닮은 선의 마음으로 사랑의 관계를 통해 나오는 영원한 그리움 을 바탕으로 한 예술이다. 심정문화는 하나님과 인간과의 관계, 인간과 인간 그리 고 자연과의 관계 회복을 추구하고 있다. 이러한 면에서 본 논문은 심정문화예술이 진정한 사회적 자본이라고 주장한다. 사회 자본은 ‘협력과 참여’등 사회성원 간 공 동의 이익 증진을 위해 생산적 상호작용을 가능하게 하는 무형 자산이자 경제·사회 의 역동성과 안정성을 발전키는 중요한 역할을 한다. 한국은 경제적 저성장으로 인 해 발생한 양극화는 경제적 이해관계와 가치관, 이념, 정치·사회적 역할의 차이를 발생시키면서 사회집단 간의 갈등이 심화되는 배경이 되고 있다. 단순히 경제적 문 제 요인에 중점을 두는 접근 방법은 근본적인 해결책이 될 수 없다. 최근 문화예술 과 사회적 자본은 집합행동의 딜레마를 해결할 수 있는 수단이라는 점에서 강조되 고 있다. 문화예술을 통한 사회적 자본은 Zero-sum game을 전환하여 당사자 모두에게 win-win의 상호공존의 상황을 가능하게 한다. 심정문화예술이라는 개념을 사회 적 자본과 연결시켜서 리틀엔젤스예술단을 소개하고 있다. 리틀엔젤스예술단의 창 설은 심정문화예술활동의 최초의 단체이다. 1963년 7월 26일 창설된 리틀엔젤스예 술단의은 평화와 예술의 사절단으로 2020년도에는 60주년을 맞이한다. 본 논문은 리틀엔젤스예술단 심정문화예술의 사회적 자본의 활성화 방안으로 첫째 리틀엔젤스 예술단의 체험학습이 지역 학교 방과 후 학교에서, 둘째 사이버 플랫폼을 통해서, 셋째 전국에 있는 문화예술회관에서, 마지막으로 재외 문화원에서 이루어질 것을 제안하고 있다.
