Global governance refers to the emergence of new non-state actors interacting across borders to address the growing number of transnational issues with the United Nations (UN) being the representative global governance organization. This study sought to analyze the activities of Universal Peace Federation (UPF) not only from the religious perspective of Family Federation for World Peace and Unification (FFWPU) but also from the perspective of global governance and to diagnose the current status and explore the ways in which UPF can develop into a global governance organization that can lead in actively solving transnational problems. The first research task was to explore from a global governance perspective the founding purpose, characteristics and current activities of UPF, a faith-based NGO. The second research task was to propose ways for improvement for UPF to develop into an alternative global governance organization relative to the UN. The study first found that UPF has been striving to realize a peaceful world by continuously carrying out global mega projects from a global governance perspective and has recently expanded the scope of global peace activities through the establishment of t ransnational NGOs a nd a ctivities l ed b y Dr. H ak J a Han Moon. Second, for UPF to develop into an alternative global governance organization that complements the UN as stated in its purpose of establishment, more diverse and proactive activities are needed to address its global peace agenda such as human rights, poverty, and environment. Furthermore, this study proposes a strengthening of expertise and seeking creative solutions to effectively respond to new security threats such as infectious disease and climate change.

글로벌 거버넌스는 국제적 차원에서 초국가적 성격을 가진 문제들이 증가함에 따라 이를 해결하기 위해 새로운 비국가 행위자들이 등장하여 국경을 초월한 상호 작용을 목적으로 하고 있으며, 유엔이 그 대표 기구라 할 수 있다. 본 연구는 천주평 화연합의 활동을 가정연합의 종교적 목적뿐만 아니라 글로벌 거버넌스의 관점에서 분석하고, 현황을 진단하여, 천주평화연합이 보다 능동적으로 초국적 문제 해결에 앞장서는 글로벌 거버넌스 조직으로 발전할 수 있도록 그 방향을 탐구해보고자 하 였다. 연구의 과제는 첫째, 글로벌 거버넌스 관점에서 신앙기반 NGO인 천주평화연 합의 설립목적과 특징, 활동 현황을 탐구하는 것이다. 둘째, 천주평화연합이 현 유엔 체제의 대안기구로서 대안적 글로벌 거버넌스로 발전해 나가기 위한 개선 방안을 제시하는 것이다. 연구의 결과는 첫째, 천주평화연합은 글로벌 거버넌스 입장에서 지속적으로 글로벌 메가 프로젝트를 실시하여 평화세계를 실현하기 위해 노력해 왔 으며, 최근에는 한학자 선생을 중심으로 초국적 NGO의 설립과 적극적 활동을 통해 글로벌 평화활동의 영역을 확장하고 있다. 둘째, 천주평화연합이 그 설립 목적에서 명시하고 있는 바 유엔을 보완하는 대안적 글로벌 거버넌스 조직으로 발전하기 위 해서는 인권, 빈곤, 환경 등 글로벌 평화 아젠다 해결을 위해 보다 다양하고 적극적 인 활동이 필요하며, 나아가 감염병, 기후변화와 같은 새로운 안보 위협에 대응하기 위한 전문성 강화 및 창의적 해결 방안 모색이 필요하다는 시사점을 도출하고 제안 하였다.
