Youth policy should be implemented comprehensively from a mid- to long-term perspective. The Framework Act on Youth was implemented on August 5, 2020 to implement comprehensive and systematic youth policy to solve youth problems. The Framework Act on youth is significant in that it has laid the basis for systematic and comprehensive support from the state and local governments to improve the quality of life of youths. Nevertheless, there is still no research on comprehensive and systematic legislative evaluation of the Framework Act on Youth and legislative improvement measures to ensure effectiveness. Therefore, this research first evaluated the relationship between the Framework Act on Youth and other laws, the age range of youth, youth rights and responsibilities, the responsibilities of the state and local governments, the scope of youth policy, the establishment and implementation of a master plan for youth policy etc., control and coordination of youth policy, youth participation in the policy-making process of youth. Furthermore, based on this, legislative improvement measures were proposed to ensure the effectiveness of youth policy. Legislative improvement measures included enacting follow-up laws for the specific realization of youth policy, establishment of supporting youth organizations and facilities, establishment of youth funds, allocation of functions between the state and local governments, strengthening the participation of youth in the process of determining youth policy and strengthening the role of basic local governments in the Framework Act.

청년정책은 중장기적인 관점에서 종합적으로 추진되어야 할 정책이다. 청년문제 를 해결하기 위한 종합적이고 체계적인 청년정책의 추진을 위하여 2020년 8월 5일 부터 청년기본법이 시행되었다. 청년기본법은 청년들의 삶의 질 향상을 위한 국가 와 지방자치단체의 체계적이고 종합적인 지원 근거를 마련했다는 점에서 큰 의미 가 있다. 그럼에도 불구하고 청년기본법에 대한 종합적이고 체계적인 입법평가와 실효성 확보를 위한 입법적 개선방안에 관한 연구는 여전히 미비한 상황이다. 따라 서 이 연구에서는 우선 청년기본법의 주요 내용인 기본법으로서의 청년기본법과 타 법률과의 관계, 청년의 연령범위, 청년의 권리와 책임 및 국가와 지방자치단체 의 책무, 청년정책 범위, 청년정책 기본계획 등의 수립·시행 및 청년정책의 총괄·조 정, 청년정책 결정과정에의 청년의 참여에 관하여 입법적 평가를 하였다. 더 나아 가 이를 바탕으로 청년정책의 실효성을 확보를 위한 입법적 개선방안을 제시하였 다. 입법적 개선방안으로 청년정책의 구체적 실현을 위한 후속 법률의 제정, 청년 단체와 청년시설에 대한 지원근거 규정의 명문화, 청년기금의 설치, 국가의 지방자 치단체에 대한 재정지원과 국가와 지방자치단체 간의 기능배분, 청년정책 결정과 정에서의 청년의 참여 강화, 청년기본법에서의 기초지방자치단체의 역할 강화를 제시하였다.
