After liberation, the government has made great efforts to introduce the autonomous police system, but it was eventually failed. With the inauguration of the Moon Jae-in administration in 2017, discussions on the introduction of the autonomous police system began again. On December 8, 2020, a bill for the introduction of the autonomous police system was finally passed, and the autonomous police system will be implemented from July 1, 2021. Although many police officers objected to the introduction of autonomous police, it is necessary to make up for the shortcomings of self-government well and various problems as the introduction has already been decided. This study was conducted with the aim of helping in the introduction of autonomous police by presenting concerns in the autonomous police system of incumbent police officers by empirically researching the reasons that police officers agree and disagree in the autonomous police system. As a result of a regression analysis of 1,227 police officers nationwide, police officers who are more aware of the merits of the autonomous police system are more positive about the introduction of the autonomous police system. Police officers who are more aware of the issues of political neutrality, differences in security service personnel costs, and problems of corruption were found to have more negative perceptions of the introduction of the autonomous police system.

해방 후 미군정부터 자치경찰제도의 도입을 위해 많은 노력을 해 왔지만 결국에는 무산되었다. 2017년 문재인 정부가 출범하면서 자치경찰제도 도입의 논의가 다시 시작되었다. 2020년 12월 8일 마침내 자치경찰제도 도입을 위한 법안이 통과되어 2021년 7월 1일부터 자치경찰제도를 시행하게 되었다. 비록 다수의 경찰관이 자치경찰 도입에 반대하였지만, 이미 도입이 결정된 만큼 자치 단점 을 잘 보완하고 다양한 문제점에 대해 보완할 필요성이 있다. 본 연구는 자치경찰제도에서 경찰관들 이 찬성하는 이유와 반대하는 이유에 대해 경험적으로 연구함으로써 현직 경찰관들의 자치경찰제도 에서 우려하는 부분에 대해 제시함으로써 자치경찰 도입에 도움을 주려는 목적으로 수행되었다. 전국 1,227명의 경찰관들을 대상으로 한 회귀분석의 결과 자치경찰제도의 장점을 더 많이 인식하 는 경찰관들은 자치경찰제도의 도입에 더욱더 긍정적이지만 자치경찰제도 도입으로 인해 치안유지 기능의 약화, 공권력 약화, 공정성과 정치적 중립성 문제, 치안 서비스 인건비의 차이, 부정부패의 문제점들에 대해 더 많이 인식하는 경찰관들의 경우에는 자치경찰 제도의 도입에 더욱 부정적인 인 식를 가지고 있는 것으로 나타났다.
