The purpose of this study is to examine the current status of arts and cultural exchanges between South and North Korea and to propose various cooperative measures to enable continuous interchanges. The peace phase on the Korean Peninsula, which began with the Panmunjom talks in 2018, cooled rapidly after the North's recent bombing of the South-North Joint Liaison Office. In the aftermath of the event, all cultural exchange programs were completely suspended. Historically, South and North Korea have eased the tensions by exchanging arts and culture when they need to. The alleviated tenion created recently had also settled through cultural exchanges including the North's response to the South Korean government's Berlin initiative in 2017 and the joint entrance of the inter-Korean athletes to the PyeongChang Winter Olympics and joint performances. These examples show that cultural and artistic exchanges played a vital role in inter-Korean relations. Therefore, there is no doubt to seek new cultural and artistic exchanges in the middle of the harsh situation South and North Korea have faced now. The newly sought form and method of cultural and artistic exchanges should be to overcome the limitations of the past and ensure sustainability. In the past, most of cultural and artistic interchanges were conducted as one-off events led by the South, and it was easily swayed by a political situation. Based on this perception of reality, this research aims to discover and develop the ways to trade culture and arts, which can continue to be carried out on an equal footing between the two Koreas and are relatively free from political influence. In this study, we will also find the ways to produce works together and cross-produce repertoires by a meeting of South and North Korean performing artists and examine the feasibility.

이 연구는 남북한 공연예술의 특징 및 교류 현황을 살펴보고 지속적인 교류가 가능한 다양한 협력 방 안 모색을 목적으로 한다. 2018년 판문점 회담을 기점으로 형성된 한반도의 평화 국면은 2019년 북측의 남북공동연락사무소 폭파 이후 급속하게 냉각되었다. 그리고 그 여파로 남북한 교류협력 사업은 전면 중 단되었다. 역사적으로 남과 북은 한반도 긴장 해소를 위한 국면 전환이 필요할 때 문화교류를 활용하였 다. 근래에 조성되었던 평화 국면 역시 2017년 우리 정부의 베를린 구상에 북측이 화답하고 평창 동계 올림픽 남북선수단 공동입장 및 합동 공연 등 문화적 교류 형태로 가시화 되었다. 그러므로 최근 전개된 긴장 국면에서 새로운 문화예술 교류를 모색해야 할 필요가 있다. 새롭게 모색되는 문화예술 교류의 형 태 및 방법은 과거의 한계를 극복하고 지속성을 담보할 수 있는 것이어야 할 것이다. 과거 문화예술 교 류는 첫째, 대부분이 남쪽 주도로 이루어 졌으며 둘째, 일회성 이벤트 위주로 진행되었고 셋째, 정치적 상황에 따라 매우 유동적이었다는 것을 한계로 들 수 있다. 이러한 현실 인식을 토대로 남북이 상호 동 등한 입장에서 지속적으로 진행가능하며 정치적 영향으로부터 비교적 자유로운 문화예술 교류의 가능성 을 탐색한다. 그리고 구체적으로는 문화예술 중 연극, 가극 등 스토리텔링과 연기 예술을 기반으로 하는 공연을 그 대상으로 삼는다. 공연예술 분야는 남북 중 어느 한 쪽이 비교 우위를 점한다고 볼 수 없기에 상호 동등한 입장에서 교류 협력이 가능하다는 장점이 있다. 나아가 전문 예술가를 중심으로 예술 작품 및 단체 간의 교류도 모색할 수 있다는 점에서 다양한 가능성을 내포하고 있다. 이에 이 연구를 통해 남 북 공연 예술 교류 방안을 모색하고 그 실현 가능성을 살펴보고자 한다. 또한, 극 중심의 공연예술 교류 를 중심으로 연구하는 목적은 공연예술 교류를 통해 상호 이질성을 수용하고, 다양한 사회문화교류협력 의 대안을 모색하며, 교류를 위한 새로운 콘텐츠 개발의 아이디어를 제공하기 위함이다.
