Busan detention center by security ideology of the military regime in 1978 has many problems by problems of the Busan center itself and the characteristics of korean correctional monopoly bureaucratic regime. The problems of Busan detention center include the problems of the aging, narrowest facilities in korean prison, the problems of the bureaucratic personality programs which have been the high correctional accident, and the problems of region conflict due to the relocation controversy of Busan detention center which is been going on since 2000. And there has been an inherent problems with bureaucratic securityism in korean correction. The Busan detention center where all those problems have existed has highest overcrowding, highest correctional accident rate and deepening regional conflicts. Especially, its relocation started out as a pure correctional factor, but turned out into a complex characters including political capitalization, socio-economic commercialization. As a result, region conflict due to Busan detention center relocation debate which intervened the diverge social actors who aimed the divers rent. But, existing studies of relocation conflict of correctional agency have passed over political-social aspects because they have only dealt with regional conflict. Therefore, I asserted the diverse problems of Busan detention center and showed in micro, macro aspect in correction the desirable development device throughout interdisciplinary including political-social and so on including correctional aspect unlike the existing studies. I asserted the aging facilities, the highest correctional accident rate and inefficient personality programs as a Busan detention center and showed the desirable alternatives about its relocation conflict and new devices of program.

1973년 군부정권시대의 보안지상적 교정이념에 의해 개청한 부산구치소의 문 제점은 부산구치소 자체의 문제점과 한국교정독점관료레짐의 특성에 의해 문제 점이 공존하고 있다. 부산구치소의 문제점에는 전국의 교정시설에서 협소하고 노 후화로 인한 시설적 문제점과 높은 교정사고의 방지에 한계가 있는 인성 프로그 램의 문제점과 구치소 이전 논란 갈등이 심화되어 온 환경적 문제점이 있다. 또 한 한국교정은 획일화된 보안지상적 관료제로 인한 본질적 문제점이 내재되어 있다. 따라서 이러한 다양한 문제점들이 중복적으로 깊이 작용해 온 부산구치소 는 높은 과밀수용비율과 상위권의 수용자 사망률과 교정사고율과 이전 논란으로 인한 지역갈등이 심화되고 있다. 특히 부산구치소 이전 운동은 처음에는 순수한 형사정책적 요인에 의해 시작되었으나 지방자치제의 실시로 인해 이전 운동이 정치적 자본화, 사회경제적인 상품화의 복잡한 성격으로 변질되면서 다양한 지대 (rent)를 노린 사회행위자들이 개입되면서 여전히 해결되지 못해 복합적 지역갈 등이 심화되고 있는 바 이 점이 타 지역의 교정시설 입지갈등과 차이점이다. 교 정시설의 이전 갈등에 대한 선행연구로 몇몇 선행연구가 있으나 주로 지역갈등 의 해소와 갈등조정방안이라는 미시적 관점에 치중해 입지이전 갈등의 자본적 상품화에 내재된 정치적, 사회적, 문화적, 행정적인 복합적 거시적 측면을 간과하 고 있다. 이에 본 논문에서는 부산구치소의 문제점을 살펴보고 입지갈등에 대해 서는 선행연구와 달리 미시적, 거시적 측면에서 정치사회경제학적인 학제적 접근 으로 제시하였다. 그 외의 부산구치소의 문제점으로 낙후된 시설, 높은 교정사고 율, 비효율적인 인성프로그램을 지적하고 해결방안으로 구치소 이전 논란에 대한 합리적 대안들을 제시하고 인성프로그램제도의 혁신방안을 제시하였다.
