The purpose of this study is to comprehensively examine the determinants affecting R&D capabilities for mid-sized Korean export companies from the three perspectives of the corporate level, the market level, and the government level. This study conducted an empirical analysis on 284 mid-sized companies with experience in using the government technology development support project for the past three years to achieve these research objectives. The summary of the analysis results is as follows. First, it was found that the material and human resources of medium-sized export companies had a positive effect on R&D capabilities. Second, it was found that the higher the entrepreneurial spirit possessed by a company, the greater the R&D capability of medium-sized export companies. Third, it was found that the market uncertainty faced by medium-sized export companies did not act as a factor to increase the company's technology development capability. This means that the market adaptation and dynamic capabilities of mid-sized domestic export companies are relatively weak compared to global companies covered in previous studies. Lastly, it was found that the utilization of government technology development support projects had a positive effect on the R&D capabilities of medium-sized export companies.

본 연구는 국내 수출 중견기업을 대상으로 기술개발역량에 영향을 미치는 결정요인을 기업요인, 시장요인, 정부요인 세 가지 관점에 서 통합적으로 고찰하고자 하는데 그 목적이 있다. 본 연구는 이러한 연구목적을 달성하기 위하여 최근 3년간 정부 기술개발지원사업 을 활용한 경험이 있는 284개 중견기업(예비중견기업 포함)을 대상으로 실증분석을 실시하였다. 분석 결과를 요약하면 다음과 같다. 첫째, 수출 중견기업의 물적자원 및 인적자원은 기술개발역량에 긍정적인 영향을 미치는 것으로 나타났다. 이러한 분석 결과는 자원 기반관점에서 과거 논의된 실증결과와 맥을 같이 하고 있으며, 기술개발역량 강화를 위해서는 기업의 물적자원과 인적자원의 중요성 을 다시금 확인한 분석결과라 할 수 있다. 둘째, 기업이 보유한 기업가지향성이 높을수록 수출 중견기업의 기술개발역량이 증대되는 것으로 나타났다. 이는 혁신적인 기업가지향성이 조직의 신제품 개발 및 수출시장에서의 경쟁우위 창출을 촉진하는 중요한 선행요인 것으로 해석된다. 셋째, 수출 중견기업이 직면한 시장불확실성이 기업의 기술개발역량을 증대시키는 요인으로 작용하지 못하는 것으 로 나타났다. 이는 국내 수출 중견기업의 시장 적응능력 및 동적역량이 기존연구에서 다루었던 글로벌 기업에 비해 상대적으로 취약하 다는 해석이 가능하다. 마지막으로 정부 기술개발 지원사업의 활용도는 수출 중견기업의 기술개발역량에 긍정적인 영향을 미치는 것 으로 나타났다. 이는 중견기업의 정부 기술개발 지원사업의 활용 동기가 단순한 R&D 예산 확보보다는 고위험 분야의 선제적 연구개 발 투자에 있으며, 정부 기술개발 지원사업은 이러한 마중물 역할을 효과적으로 지원한다고 해석할 수 있다.
