The Moon Jae-in government is preparing for the introduction of an autonomous police system. This paper was conducted with the aim of examining the organization and performance of the Gyeonggi Special Judicial Police Group, which was launched in 2009. The key contents were the organization and organization of Gyeonggi-do Special Judicial Police and the achievements they have made over time. For a long time, in Korea, municipalities have implemented a special judicial police system. From 2008 to 2013, special judicial police were established in 17 large cities. Founded under direct control of all state governments, criminals who violate administrative law are investigated and handed over to the prosecution. Gyeonggi-do's special judicial police team is more active than other metropolitan cities in Korea. Since the inauguration of Governor Lee Jae-myeong in July 2018, Gyeonggi-do Special Judicial Police has been active and has achieved many results. In particular, the fact that 108 out of 113 jobs were assigned to the special judicial police is considered to be a strong indication of the willingness of the active Gyeonggi-do special judicial police in the future. In particular, the number of special judicial police officers was increased by 54, among which accountants and former national police officers were included to focus on enhancing the expertise in investigation. It has been a huge success in crackdowns on illegal occupation of valleys and rivers that could not be solved for decades. Gyeonggi-do's status of enforcement of special judicial police is estimated to be significantly higher than that of other municipal police.

문재인 정부는 자치경찰제 도입을 본격적으로 준비하고 있다. 본 논문은 2009년 출범한 경기도특별사법경찰단의 조직과 성과에 대해 고찰해보는데 목적을 두고 수행 되었다. 핵심 내용은 경기도특별사법경찰의 조직과 기구를 비롯해 그동안 쌓아 올린 성과에 대해 살펴보았다. 이미 오래전부터 우리나라 전국의 기초자치단체인 시군구 지방자치단체들은 특별사법경찰제를 시행해 나왔다. 그러나 17개 광역시도 단위에서 특별사법경찰이 창설된 것은 2008년부터 2013년 까지 모두 시도지사 직속기구로 특 별사법경찰단이나 '과' 혹은 '팀' 을 창설하여 활발하게 행정법을 위반한 행정범들 을 수사하여 검찰에 송치하고 있다. 경기도특별사법경찰단의 행정법 위반자에 대한 수사활동은 우리나라 타 광역시도에 비해 매우 활발한 편이다. 2018년 7월 이재명 경 기도지사가 취임한 이후 경기도특별사법경찰은 활발하게 활동을 펼쳐 많은 성과를 올렸다. 특히 특사경의 직무를 113개 중 108개나 지명받게 된 것은 향후 왕성한 경기 도특별사법경찰의 활동의지를 강하게 보여준 것으로 평가된다. 그리고 구체적으로 특 별사법경찰관을 54명이나 증원하였으며, 이 중에 회계사, 전직 국가경찰관 등이 포함 되어 있어 수사상 전문성을 제고하는데 초점을 두었다. 수심년 동안 역대 도지사가 손대지 못했던 계곡·하천 불법점용 단속’에서 최대의 성과를 거둔 것으로 나타났다. 경기도특별사법경찰의 단속 활동 위상은 타시도의 특별사법경찰 중에서 상당히 높아 지고 있는 것으로 평가된다.
