Purpose : This study aims to find out response direction to respond to changes in the global logistics and trade situation surrounding Korea and the reorganization of the Global Value Chain (GVC) in the context of a global pandemic Era. Research design, data, methodology : This is confirmed the concept of mega-trends centered on CBEC based on maritime transport. To this end, the trend of maritime transport-based CBEC was identified. Results : The result suggests that the possibility of change that could occur through the interaction between megatrends related to logistics and trade was analyzed. In addition, CBEC maritime port development tasks essential for revitalization of East Asian logistics trade were identified, and response strategies for each subject were presented through analysis of the effects of shipping linkage and systems to carry out them. Conclusions : This result shows that it is necessary to preempt the platform of the GVC reorganization paradigm through the development of the CBEC exclusive port, which should be preemptively established to revitalize the logistics trade in East Asia.

본 연구는 글로벌 팬더믹 상황하에서 우리나라를 둘러싼 글로벌 물류무역 상황의 변화와 GVC 재편에 선제적으로 대응하기 위한 정책적인 대응방향을 해상운송 기반 CBEC를 중심으로 모 색하고자 하는 연구이다. 이를 위하여 해상운송 기반 CBEC 동향을 파악하고, 나아가 물류무역 관련 이슈 요인들 간의 상호작용을 통해 글로벌 팬더믹 하에서의 변화 가능성을 분석하였다. 또한 동아시아 물류무역 활성화를 위하여 필수적인 CBEC 해운항만 개발 과제를 확인하고, 이 를 수행하기 위한 해운연계 효과 및 제도 분석을 통하여 각 주체별 대응전략을 제시하였다. 요컨대 동아시아 물류무역의 활성화를 위하여 선제적으로 구축되어져야 할 CBEC 전용 해운 항만의 개발을 통하여 GVC 재편 패러다임의 플랫폼을 우리가 먼저 선점하여야 할 필요성과 함께 향후 이러한 경쟁우위를 지속하기 위한 방안을 아울러 제언하였다.
