Due to institutionalization, church ministry has been led mainly by clergy and has limited the role of the layman. Fortunately, today in Korean church, we are witnessing some paradigm shift of understanding the necessity of 'lay ministry' with the challenge of an "awakening the lay" movement. Many churches are growing through 'disciple-training programs.' In most of the Churches, however, lay ministry is restricted within church activities. The discipleship principle is originated from Biblical teachings. However, if the discipleship training is limited merely for the ministry of the church, it will be nothing but a methodology to pursue a numerical growth in church. Lay ministry should never be used as a tool for a numerical church growth, but rather vitalize as a new paradigm of discovering a theology of church from the Scriptures. Church growth will follow accordingly as a result of lay ministry. In this light, the emerging Missio Dei theology and holistic understanding of salvation renews the traditional understanding of lay ministry from the Biblical perspective. This paper is an in-depth research about the paradigm shift from the traditional understanding of lay ministry which 'utilizes lay resources for the Church itself' to a new approach which 'the role of the layman being asked from the purpose and mission of the Church.' To put it another way, lay ministry aims not only a temporary contextual Church growth but also a ministry toward the world as God's ministry. We cannot overemphasize the importance of installing each layman as a self-awakened minister who is no more an object of ministry through discipleship training. Through this, we can build more healthy Churches by spreading the Gospel to the end of the world. However, that is not good enough. The spectrum of lay ministry requires a holistic and prior claim approach. We have to consider lay ministry of the inside Church first, but also the outside world simultaneously. Lay ministry includes many dimensions at the same time. However, we cannot say that all-around lay ministries can occur as soon as the laymen get discipleship training. Rather, the process happens gradually: First; the individual acceptance of Jesus Christ as the layman's own savior under the pastoral ministry as a 'gathering Church(called out),' Second; participation in the salvation of social, economic, political, and ecological dimensions, as a 'scattering Church(called into).' Just like discipleship training itself, the layman grows first, but serves for the holistic ministry as well simultaneously. Through the paradigm shift of lay ministry, the Church will not be isolated from the world but rather become distinguished as the light and salt of the world.

교회가 제도화됨에 따라, 교회의 목회사역은 그 역할이 경직화되어 성직자 주도적이거나 또는 평신도에게 역할이 주어진다 해도 지극히 제한되어 왔다. 다행히도 ‘평신도를 깨운다’는 외침을 통해 평신도 목회의 필요성에 대한 인식전환이 오늘 한국교회에는 매우 보편적인 현상이 되어있다. 많은 교회들이 ‘제자훈련 프로그램’을 통해 교회를 건강하게 성장시키고 있다. 그러나 아쉽게도 다 수의 교회가 평신도 목회의 영역을 교회 안에 제한시키고 있다. 비록 제자훈련의 원리가 성경적인 근거를 가진다 할 찌라도 제자훈련의 결과가 교회 안의 사역을 위한 것에 머문다면 평신도 자원을 목회의 한 축으로 활용하여 교회성장을 극대화 하는 수단에 다름 아닌 것이다. 중요한 점은 평신도 목회가 교회성장의 수단이 아니라는 것과, 성경에 계시된 ‘하나님의 교회가 무엇인가?’하는 교회론의 재발견 속에서 나타나는 패러다임의 전환으로 평신도 운동이 활성화 되어야 하고 그 결과로 교회성장이 발생하게 된다는 사실이다. 이런 관점에서 Missio Dei 신학과 총체적 구원론의 주장은 평신도 목회의 영역에 대한 관점을 새롭게 한다. 본 논문은 ‘교회를 위해 평신도 자원을 활용하는 형태’의 전통적인 평신도 목회 패러다임으로 부터 ‘교회의 본질과 사명을 따라 바람직하게 요청되는 평신도 목회’로의 전환에 대해 고찰 한다. 즉 제자훈련을 통해 일시적이고 상황적인 ‘교회성장을 위한 평신도 목회’에 머물지 말고 ‘세상을 향한 교회의 사역으로써 평신도 목회’를 포함 하는 패러다임에로의 전환에 관한 연구이다. 제자훈련을 통해 교회 안의 평신도들을 더 이상 피동적인 목회의 대상자가 아닌 자기자각을 통한 평신도 목회자로 세우는 일의 중요성은 아무리 강조해도 부족하다. 저들을 통해 또 다른 제자를 양육함으로 건강한 교회를 세우고 그들을 통해 땅 끝까지 복음을 증거 하여 교회를 자라게 하는 사역은 평신도 목회의 다양한 스펙트럼 중의 한 부분이다. 그러나 그것으로는 충분치 않다. 평신도 목회의 다양한 스펙트럼은 통전적이면서도 우선적인 차원을 갖는 것이 필요하다. 즉 제자훈련을 통한 교회 안에서의 평신도 목회를 우선 고려하되 나머지 교회 밖의 평신도 목회 차원들을 더불어서 함께 고려하는 것이다. 평신도 목회는 다양한 차원을 포함하는 것이지만 제자훈련을 받자마자 나머지 모든 차원의 평신도 목회가 동시에 이루어 진다기 보다는 점진적으로 이뤄진다고 본다. 다시 말하면, 먼저 ‘모이는 교회’로서 목회자와 더불어 교회 안의 사역에 동참하여 개인적으로 그리스도와의 인격적인 관계가 형성되는 구원을 얻은 후에, 점차적으로 ‘흩어지는 교회’로서 사회적 차원, 경제적 차원, 정치적 차원, 생태적 차원 등에서의 평신도 목회가 이루어져 사회적인 구원을 회복하도록 하는 것이다. 제자훈련이 그렇듯이, 개인이 그렇게 성장하면서 동시에 다른 이의 통전적인 평신도 목회를 위해서도 헌신할 수 있게 된다. 이와 같은 평신도 목회의 패러다임 전환을 통해 교회는 더 이상 세상과 ‘분리’된 그들만의 왕국이 아니라, 세상 안에 있으나 세상을 비추는 빛이요 세상을 변화시키는 소금으로써 ‘구별’ 될 수 있다.
