The field of forestry is of great importance for the era of peace on the Korean Peninsula because of its non political and mutually reciprocal characteristics. For sustainable inter-Korean forest cooperation, this study aims to analyze organizational process and bureaucratic politics involved in North Korea’s forest policy-making and the role of these factors focusing on Allison’s policy-making model. As a result, although North Korea has a strong unique governance system, the decision of the top leader does not stipulate the overall policy-making and execution process. The organizational and bureaucratic factors were manifested in suggesting a policy alternative and enforcing policies. The organization showed an organizational process that determined the specifics of policies in accordance with its past experience and organization culture. Moreover the organization was not able to adapt to changes in the standard operating procedure. The research results imply that organizational conflicts will continue across forest-related policy areas internally in North Korea, and it works as a restraint that prevents forest restoration policy from achieving its intended effect.

산림은 비정치적 환경분야이자 상호호혜적 성격을 가지는 대상으로 한반도 평화시대를 준비하는데 교류 협력 대상으로 가치가 높다. 상대국인 북한의 산림정책에 대한 이해를 도모하는 노력의 일환으로 본 연구는 북한의 정책결정과정에서 수령의 규정력 외에도 다차원적인 정책결정 요인과 역할을 찾고자, 북한 산림정 책의 결정과정에 관여하는 조직과정 및 관료정치 요인과 그 양태를 드러내는 것을 목표로 앨리슨(G. Allison)의 정책결정모델을 북한의 실정에 맞추어 변용하여 연구를 수행했다. 그 결과 강력한 유일지배체제를 가지는 북한이지만 최고지도자의 결정이 정책결정과 집행과정 전반을 규정하는 것은 아니며 변화된 표준운영절차 부적응, 조직의 경로의존성과 본위주의 등 조직과정 및 관료정 치 요인이 정책 대안제시와 집행과정에 영향을 미침을 확인할 수 있었다. 이는 향후에도 북한 내부적으로 산 림의 보호 및 복구와 산림자원이용을 둘러싼 갈등과 이권충돌이 지속될 것이며 산림복구정책 효용달성의 제동요인으로 작용할 가능성도 있음을 시사한다.
