This study explores the practical measures of operational arms control in conventional armaments after the 9.19 military agreement between South and North Koreas, which constitutes the fundamental for soothing the military tension and building the peace mechanism in the Korean Peninsula. Given the strategic situation of the peninsula confronting dense conventional armaments, the reconciliation of North Korean nuclear issues or the denuclearization naturally and markedly entail the next agenda, the inter-Korean adjustment of conventional armament. The operational arms control henceforth applied to the two Koreas should comprehend and embody enhanced options possible to compensate for the limitation of the 9.19 military agreement and meditate on the practical military condition of the peninsula. In the particular consideration of the asymmetrical military preparations, reciprocal asymmetrical threats, and aggressive strategic plans of the two Koreas, the orientation of future operational arms control measures has to give priority to “threat-based trade-off” method, which operates on the abandonment of the threats issued by each other and the following trade-off of these threats for arms control, with the comprehensive range instead of the adherence to the military balance of respective dimensions ground, maritime, and aerial.

본 연구는 9.19 군사합의 이후 한반도의 군사적 긴장 해소 및 평화체제 구축을 위한 기본적 단계로서 재래 식 군비의 운용적 군비통제를 위한 실질적 방안을 논의하고자 한다. 현재 한반도의 전략적 상황에서 선결 과 제인 북한의 핵 문제가 본격적인 비핵화 단계로 진입하거나 상당 부분 진전이 된다면 재래식 군비조정에 대 한 조치들이 중요 의제로 등장할 것이다. 향후 남북한에 적용될 운용적 군비통제는 9.19 군사합의의 한계점 을 보완하고 한반도의 군사적 현실을 반영한 보다 진전된 방안들로 구체화 되어야 할 것이다. 특히 남북한의 비대칭적 군비상황과 이에 따른 비대칭적 위협 그리고 양측의 공세적 전략을 반영하여, 남북한이 서로에게 가하는 군사적 위협을 포기하면서 이를 거래하는 포괄적 방식인 “위협에 근거한 교환”이 운용적 군비통제의 방향으로 정립될 필요가 있다.
