The purpose of this paper is to examine the current research achievements of the writing period of the Zhouli and present a new perspective. To this end, I will examine the history of the Zhouli based on historical records and consider the theory that it was built by the Duke of Zhou and that Liu Xin forged it. Also, the theory on the writing period of the Zhouli, which is presented by various times, will be divided into the methods of comparing literature, studying relics excavated, and researching the cultural characteristics of the period. In this process, I wanted to reveal that the purpose of writing the Zhouli was not to record the form of historical government but to present an ideal national model, and that the author of the Zhouli is many not just one, in order to embrace various theories about the age of writing. In that case, the Zhouli is not just a historical fact of the Zhou Dynasty, but rather a description of the ideal national image conceived by the authors of various times, so even if the Zhouli does not match the actual historical facts, its value can be reevaluated as having a variety of critical mind and ideas without being disparaged.

이 글은 『주례』의 저작 시기에 대한 현재의 연구 성과를 살피고 새로운 관점을 제시하는 것을 목적으로 한다. 이를 위해 『주례』가 어떻게 해서 세상에 나오게 되었는지 그 내력을 역사 기록을 바탕으로 살피고 주공이 지은 것이라는 설과 유흠이 위조한 것이라는 설을 고찰할 것이다. 그리고 다양한 시대별로 제시되고 있는 『주례』의 저작 시기에 관한 학설을 문헌 비교 방법, 출토 유물 연구 방법, 시대 문화적 특징 연구 방법을 기준으로 나누어 보려고 한다. 이 과정에서 저작 시대에 관한 다양한 학설들을 포섭하기 위해 『주례』의 저자가 한 개인이 아닌 다수라는 관점을 가지고, 『주례』의 저술 목적이 역사적 관제의 모습을 기록하려는 것이 아니라 이상적인 국가 모델을 제시하려는 것으로도 볼 수 있음을 밝히고자 하였다. 그렇게 되면 『주례』는 단지 주나라의 역사적 사실로서 관제를 기술한 것이 아니라 여러 시대에 걸친 저자들이 구상한 이상적 국가상을 묘사한 것이 되고, 따라서 『주례』가 실제 역사적 사실과 부합하지 않더라도 그 가치는 폄하되지 않고 다양한 문제의식 및 사상을 지닌 것으로서 재평가될 수 있다.
