This study examines the process of change in urban regeneration policy, which started with urban redevelopment and developed under the concept of urban regeneration, and changes in policy goals. The redevelopment policy to reconstruct the shape of the city through the harmony of buildings and people across society, politics, economy, and culture, that is, the diversity of cities, differed in the main targets of policy intervention depending on the focus of the policy, and the result of the intervention. Changes in the shape of the city, its members, and the living environment have been shared by many stakeholders in the redevelopment area. This study summarizes the pros and cons that were raised amid changes in the content and policy focus of urban redevelopment policies for each regime, and also summarized the pros and cons expressed in the change of policy goals, targets, and means of urban redevelopment policies. Among the various goals of the policy, the residents of the redevelopment area emphasized the need to improve a stable residential and living environments and in that context, other advantages brought by urban redevelopment are important. The results of these discussions emphasize the consideration of a new policy model that considers the priorities and policy tools of urban redevelopment policy.

이 연구는 도시재개발로 시작해 도시재생이란 개념으로 발전해 온 도시재생정책의 변화과정과 정책적 목표의 변화에 대해 살펴본다. 도시가 가진 다양성, 즉 사회, 정치, 경제, 문화 전반에서 건 축물과 사람의 조화를 통해 도시의 모습을 재구성하기 위한 재개발정책은 정책의 초점에 따라 정 책개입의 주요대상에 차이가 있었고, 개입의 결과인 도시의 모습, 구성원, 생활환경의 변화는 재개 발 지역의 다수 이해관련자들로부터 찬성과 비난 의견을 공유하여 왔다. 이 연구는 각 정권별 도 시재개발정책의 내용과 정책 초점의 변화 속에서 제기되었던 찬반론을 정리하며, 도시재개발정책 의 정책 목표, 대상, 수단의 변화 속에서 표출되었던 찬반론을 정리하였다. 정책이 가진 다양한 목 표 속에서 재개발 지역의 주민들은 안정적 주거환경과 생활환경 개선의 필요성을 강조하였고, 그 속에서 도시재개발이 가져오는 다른 장점들을 중요시하고 있다. 이러한 논의결과는 도시재개발정 책의 우선순위와 정책수단을 고려한 새로운 정책모형의 고려를 강조하고 있다.
