This study analyzed the problem of exposure to social and economic vulnerabilities caused by COVID-19, the role of social economic organizations, and the need for local government support. Specifically, surveys and interviews were conducted on social economic organizations in the Chungbuk region. As a result, the response that it is necessary to understand the current situations of children, the elderly, women, and the disabled by public institutions showed the highest frequency. In addition, the need for education and training related to life safety including COVID-19 was suggested. In the future, an administrative agency-led survey of local communities including the vulnerable, the need to cooperate with local governments and social economic organizations to give a helping hand by listening to voiceless voices, and to develop policies for mutual assistance were suggested.

본 연구는 코로나19로 인한 사회적・경제적 취약성 노출 문제 파악과 이에 대한 사회적 경제조직의 대응 노력, 이에 근거한 지자체 지원 방향, 및 코로나19 사태를 포함한 재난교육 필요성을 분석한 것 이다. 구체적으로 충북지역 사회적 경제조직 관계자를 대상으로 설문조사 및 인터뷰를 실시하였다. 분 석 결과, 공공기관에 의한 어린이, 고령자, 여성, 장애인 현황 파악이 필요하다는 응답이 가장 빈도가 높은 것으로 나타났다. 또한 코로나19를 포함한 생활안전 관련 교육・훈련의 필요성이 시사되었다. 향 후 방향으로 행정기관 주도에 의한 취약계층 포함 지역사회 조사, 목소리 없는 목소리에 귀를 기울이 는 사회적 경제조직 협업 및 상부상조 문화를 위한 정책개발 필요성 등이 도출되었다.
