The purpose of the study is to develop the model for constructing community cooperative educational governance. For achieving the purpose, the study reviewed community-based educational community, community-based educational community developmental process, and the relationship between community cooperative educational governance and innovational educational district through the collection and analysis of various literature. The main results are as the followings. The study developed five models by literature review. First model is the model for reinforcing community cooerative educational governance construction that is for securing transparency in the construction of educational governance. Second model is the model for consulting the procedure of the construction of community cooerative educational governance that is for consulting correctly the procedure of performance reinforcing the autonomy of each city and provincial office of education, local government, local members, and local school. Third model is the model of the effect of community cooerative educational governance construction that is for reinforcing the procedure for testing the effect of educational governance. Forth model is the model of the construction of expert council that is for the council prepared permanently for constructing cooperative educational governance in community. Fifth model is the model of using coordinating agency that is for the council of coordinating between each subject within community for constructing educational governance. The definition, specific contents, and characteristics of each model were discussed and the implications for educational policy were suggested.

이 연구의 목적은 지역사회 협력적 교육거버넌스 구축을 위한 모델을 개발하는 것이다. 이 목적 을 달성하기 위해 다양한 문헌의 수집 및 분석을 통해 지역사회 기반 교육공동체, 지역사회 기반 교육공동체 발전 과정, 지역사회 협력적 교육거버넌스와 혁신교육지구 등을 고찰하였다. 주요 연구 결과는 다음과 같다. 문헌 고찰을 통해 이 연구는 5가지의 모델을 개발하였다. 첫 번째 모델은 지 역사회 협력적 교육거버넌스 구축 강화 모델이다. 이 모델은 교육거버넌스 구축시의 투명성 확보 를 위한 모델이다. 두 번째 모델은 지역사회 협력적 교육거버넌스 구축 절차 컨설팅 모델이다. 이 모델은 각 시․도교육청 및 지자체와 지역 구성원들 및 지역 학교의 자율성을 강화하고 그 이행 절차의 바른 컨설팅을 위한 모델이다. 세 번째 모델은 지역사회 협력적 교육거버넌스 구축 효과 모델이다. 이 모델은 교육거버넌스의 효과를 검증하기 위한 절차 강화 모델이다. 네 번째 모델은 전문가 협의회 구성 모델이다. 이 모델은 지역 내 협력적 교육거버넌스 구축을 위해 상설적으로 마련한 협의체를 위한 모델이다. 다섯 번째 모델은 조정기관 활용 모델이다. 지역내 협력적 교육거 버넌스 구축을 위해 지역사회 내 각 주체간 조정을 위한 협의체를 위한 모델이다. 각 모델의 정의, 내용, 특징 등이 논의되었고 교육정책을 위한 시사점을 제시하였다.
