This paper discussed what is required for regional revitalization through the capital of an state conservation and development projects. Precedent studies selected factors for strengthening the capabilities of project entities, residents' participation, network, and administrative support as variables for regional revitalization. As the Geumma area in Iksan is the capital of an state designated, various projects, including the capital of an state project, are being developed, which is changing a lot in appearance. Recently, the importance of local residents' interest and participation has been discussed to ensure the preservation and sustainability of cultural assets. From this point of view, the capital of an state preservation development project requires continuous partnership with local residents. The methods of strengthening the capabilities of local residents were mainly the operation of the Godo Academy and the training of crafts such as Hanji. Residents' participation was made mandatory for local residents' representatives to participate in the residents' public hearing and regional deliberation committees on the capital of an state conservation and promotion plan, instituting the participation of local residents. Community projects included improving the landscape of the capital of an state areas and building alleys. The majority of ordinary residents lacked interest and participation, and community programs were required to create jobs or income to attract residents' participation. The network is to calculate the synergy effect of the project by strengthening cooperative links between various projects promoted in the same area and among project implementers. 이 논문은 고도보존육성사업을 통한 지역 활성화를 위해서 무엇이 요구되는지를 논의하였다. 선행 연구를 통해서 지역 활성화의 변수로 사업 주체의 역량 강화, 주민참여, 네트워크, 행정지원 요인을 선정하였다. 익산 금마지역은 고도로 지정되면서 고도사업을 비롯한 다양한 사업이 전개되어 외형적 으로 많이 달라지고 있다. 고도사업의 본질은 익산 고도의 실체를 규명하여 백제왕도의 정체성을 확 립하는 것이다. 최근 문화재 보존과 지속가능성을 담보하기 위해서는 지역주민들의 관심과 참여의 중요성이 논의되고 있다. 이런 관점에서 고도보존육성 사업은 지역주민들과의 지속적인 파트너십이 요구된다. 사례에서 지역주민들의 역량 강화 방법은 주로 고도아카데미 운영, 한지등공예 교육 등이 었다. 주민참여는 고도보존육성계획에 대한 주민공청회, 지역심의위원회에 지역주민 대표 참여를 제 도화하였다. 공동체 사업으로는 고도지역의 경관개선이나 골목길 가꾸기 사업 등이 이뤄졌다. 대다수 의 일반 주민들은 관심과 참여가 부족하였으며, 주민들의 참여를 유인하기 위한 일자리 혹은 소득 창출을 위한 공동체 프로그램이 요구되었다. 네트워크는 동일한 지역에서 추진되는 다양한 사업 간, 사업추진 주체들 간의 협력적 연계를 강화하여 사업의 시너지 효과를 산출하는 것이다. 금마지역은 고도보존육성사업 이외에 세계유산사업과 도시재생 사업 등이 동시에 추진되고 있어 사업 간 연계성 그리고 사업 주체들 간 협력체계의 구축도 요구되었다. 고도보존육성사업이 안정적으로 추진되기 위 해서 전담부서의 신설, 조례 제정, 고도주민협의회에 대한 활동 공간 제공 등의 행정지원이 이뤄졌다. 전반적으로 금마지역의 고도사업은 고도 정체성을 찾기 위한 하드웨어 구축과 더불어 지역 활성화 요소인 사업 주체의 역량 강화, 주민참여, 네트워크 구축을 강화할 것이 요구되었다.
