As public contracts by local governments increase, efforts to carry out them legally and efficiently are drawing attention from the Ministry of Public Administration and Security and local governments. One of its efforts is to set up and designate a professional organization on local contracts, where the purpose is to focus more on the establishment of the agency and to examine its potential and limitations. The Korea Local Promotion Foundation and Korea Institute of Local Finance that Local governments have invested resources to explore the laws, forms, functions, people, resources and operations on the basis of the period. The possibilities and limitations associated with the installation and designation of local contract specialists were explored. With regard to the establishment and designation, the following conclusions are drawn: 17) First, there is the problem that the institutions installed and designated for the sponsorship or promotion of contracts by local governments may not be of practical use in the development of local contracts. Second, it could be criticized that existing institutions located in the Greater Seoul area that were set up with funds from local governments were strategic in the role of the central administration's limbs in the name of promoting regional development. Third, since the purpose of the establishment of a regional contract specialized institution is to support and sponsor local governments in carrying out their work related to local contracts, it is necessary to set the organization back in order to develop balanced regional development and economic development rather than to promote the Greater Seoul area.

지방자치단체에 의한 공공계약이 증가함에 따라 이를 적법하고 효율적으로 진행하기 위한 노력이 행정안전부와 지방자치단체에서 관심을 끌고 있다. 그 노력 중 하나는 지방 계약에 관한 전문기관을 설치 및 지정하는 것인데, 여기서는 기관의 신설에 좀 더 비중을 두고 가능성과 한계를 검토하는 것이 목적이다. 지방자치단체가 재원을 투입하여 설치한 한국지역진흥재단과 한국지방세연구원을 대 상으로 해당 기간의 설립근거가 되는 법령, 형태, 기능, 인력, 재원, 운영에 대해 살펴보 았다. 그 결과를 지방계약 전문기관의 설치 및 지정과 연계하여 설립 및 지정에 따른 가 능성과 한계를 살폈다. 1) 설립 및 지정과 관련하여 다름과 같은 결론이 도출되었다. 첫째, 지방자치단체의 계약 후원 내지 진흥을 위해 설치 및 지정되는 기관이 지방계약발전에 실질적인 효용이 없을 수 있다는 문제가 있다. 둘째, 지방자치단체의 출연금으로 설치된 수도권 소재 기존기관 들은 지방의 발전을 위한다는 명목으로 중앙행정부의 수족역할로 그 기능이 전략했다는 비판이 가해질 수 있다. 셋째, 지방계약 전문기관의 설립 취지가 지방계약과 관련된 사무 수행에 있어 지방을 지원 및 후원한다는 목적이 있으므로 해당 기관을 수도권보다는 지 역균형발전 내지 지역경제활성화 차원에서 낙후지역을 우선 설치지역으로 고려할 필요 가 있다는 점이다.
