This study has been continuing with government policy attempts from a new perspectives such as balanced regional development and Reducing Regional Disparity since the launch of the new government. In addition to discuss the role of public procurement as a policy instrument utilizing local government finances. As a means of enhancing efficiency and transparency of local contract work, we propose an alternative 'Agreement' type contract system in the form of Multiple Award Schedule as an alternative. Finally, I would like to present a contract method led by local governments and related organizations through case examples of contract work and review of overseas cases.

새정부 출범이후 지역 균형발전, 격차해소 등 새로운 시각에서의 정부정책 시도가 이 어지는 가운데 정부재정을 활용한 정책적 수단으로서의 공공조달의 역할에 대해 논의하 고, 나아가 지방계약업무의 효율성 제고와 투명성 확보를 위한 수단으로 다수공급자계약 형태의 ‘협약’방식의 계약체계를 대안으로 제시하고 계약업무의 실례 및 해외사례 검토 를 통해 지방자지단체 및 유관기관 주도의 계약방식을 제시하고자 한다
