As the number of local government contracts is increasing rapidly, there are high demand on the expertise and transparency in local government contracts. In this context, establishment or designation of ‘local government contracts specialized institution’ (LCSI) can be positively considered. 28) In comparing the ‘establishment’ and ‘designation’ of LCSI, designation method is desirable at this moment. Because establishment of new institutions can be criticized for detrimental to small government, and issue of lack of expertise of exiting institutions can be addressed by providing expert personnel to these institutions. New LSCI can take the role of education, consulting, research, and data management in local government contract field. Establishment ‘local government contract agency’, which manages electronic procurement system independently, should not be pursued hastily, because this policy has many problems such as its contradictory nature to overall e-procurement efficiency nationwide

지방자치단체가 체결하는 계약은 점차 증가하고 있고, 이에 따라 전문성, 투명성 을 제고해야 할 필요성도 높아지고 있다. 지방계약 전문기관의 설립·지정은 이러한 맥락에서 긍정적으로 검토될 필요가 있다. 지방계약 전문기관의 설립과 지정의 두 가지 가능성을 두고 볼 때, 현재로서는 지 방계약 전문기관 지정방안이 보다 바람직한 것으로 사료된다. 새로운 조직신설은 작 은 정부의 취지에도 반한다는 비판이 이루어질 가능성이 높고, 현존하는 기관들의 지방계약 전문성 부족문제는 현존하는 기관들이 적절한 전문인력을 보충함으로써 어느 정도는 해결될 수 있기 때문이다. 지방계약 전문기관에서 담당하는 기능과 관련해서는 교육, 자문, 연구, 통계관리 등을 우선적으로 고려해볼 수 있다. 이른바 ‘지방계약청’과 같은 기관을 설치하여 전 자조달시스템을 독자적으로 운영하는 방안도 고려할 수 있으나 이는 현재 조달청을 중심으로 한 전자조달시스템과의 중복투자문제 등 여러 가지 문제점이 존재하므로 신중하게 접근할 필요가 있다.
