Based on grasping the system and the present status relevant to the operation of a detection dog, this study aimed to discuss the necessity of introducing a detection dog system in order to unify the operational tips and guidelines of a detection dog that have been mixed in the public and private areas in the meantime, and to vitalize the operation of a detection dog. For a plan of establishing a detection dog system, of forging the identity in a detection dog and a handler, and of intensifying expertise through this, it intended to arrange improvements that will need to be considered for adopting a detection dog system to our country, and to suggest systematization and management method for the legislation on the operation and management of detection dogs. As for the research method and outcome, NVivo12 was used on the basis of a grounded theory that is a qualitative research method. Through examining a previous research, the research model design and the findings could be elicited on the issues of this study. The research results were indicated with 6 categories in the legislative type, the work scope, the qualification system & test type, the educational training, the supervisory institution, and the establishment of an association. There was a suggestion of the importance for, first, the legislative type and the work scope in relation to a plan of progressing the legislation of a detection dog system, second, the detection dog operator qualification, the qualification system and examination, and the educational training in terms of a plan to secure excellent manpower resources, and third, the selection of management·supervisory agency, and the establishment of an association concerning the management·supervision, and the organizational management plan of the association.

이 연구는 탐지견 운용과 관련된 제도 및 현황 파악을 토대로 그간 공공 및 민간영역에서 혼재됐던 탐지견 운영요령 및 지침의 일원화 및 탐지견 운용의 활성화를 위해 탐지견 제도 도입에 관한 필요성을 논의하고자 하였으며, 이를 통해 탐지견 제도의 정립 및 탐지견과 핸들러의 정체성 확립과 전문성 강화 방안을 위해 우리나라 탐지견 제도 도입을 위해 고려되어야 할 개선사항에 대하여 대안을 마련하고, 탐지견 운영 및 관리에 관한 입법화를 위한 체계화 및 관리 방법 등을 제시하고자 하였다. 연구방법 및 결과로는 질적 연구방법인 근거이론을 바탕으로 NVivo12를 활용하였으며, 선행연구 검토를 통해 이 연구의 쟁점사항에 대한 연구모형 설계와 연구 결과를 도출할 수 있었다. 연구결과로는 입법유형, 업무범위, 자격제도 및 시험유형, 교육훈련, 감독기관, 협회설립의 6개 범주로 나타났으며, 첫째, 탐지견 제도의 입법 추진방안과 관련하여 입법유형과 업무범위, 둘째, 우수 인력자원 확보방안과 관련하여 탐지 견 운영자 자격, 자격제도와 시험, 교육훈련, 셋째, 관리·감독 및 협회조직 운용방안과 관련하여 관리· 감독기관 선정, 협회설립의 중요성에 대하여 제언하였다.
