This research method analyzed examples of innovation and growth factors of three established companies in INNOPOLIS Jeonbuk, such as "Technology Development Focus Enterprise", "Sales Growth Company"and "Overseas Expansion Enterprise". Based on its analysis, executed a technical business expert FGI (Focus Group Interview) and then suggested improvement measures for sustainable growth and policy tasks for revitalizing the establishment of research institutes. The study suggested strengthening marketing organizations, strengthening market diversification policies, identifying business models, and establishing a monitoring analysis system for competing products, in terms of management innovation. In terms of networks, emphasized the need for coexistence, cooperation, value chains and ecosystems with large corporations. In terms of management strategy, proposed the directions of BM by planning production for the world's no. 1 enterprise growth, strengthening the management strategy support system, and introducing a monitoring system and a virtuous cycle structure system for the growth process of INNOPOLIS Research-based Spin-off Company in INNOPOLIS Jeonbuk. After evaluating core technical value for companies without revenue, develop regenerative procedures and suggested the introduction of a growth-phase coaching program with accountability. Also emphasized the need for the implementation of a living lab system in which profit-seekers participate, and the introduction of a pool of experts who proposed ways to improve them.

본 연구 목적은 전북연구개발특구 연구소기업의 혁신과 성장에 관한 개선방안 을 제시하고 과학기술 기반 창업 활성화 정책을 발굴하여 기술혁신을 통한 지역경 제 활성화를 도모하는데 있다. 연구 방법은 설립 초기인 전북연구개발특구 연구소기업 중 “기술개발 집중기 업”, “매출 성장기업”과 “해외 진출기업” 등 3개 설립유형 기업의 혁신과 성장요인 에 관한 사례를 분석하고 그 기반으로 기술사업화 전문가 FGI(Focus Group Interview)를 실시하여 지속 성장을 위한 개선방안과 연구소기업 창업 활성화를 위 한 정책과제를 도출하였다. 첫째, 전북연구개발특구의 특성은 정부 출연 연구기관이 다른 지역보다 많은데 이를 활용하지 못하는 점과 설립기업 산업 분류에서 IT, BT 분야 설립이 높은데 이를 특성화하지 못하고 있는 점 등이 문제점으로 지적되었다. 둘째, 3개 기업 사례 및 FGI 연구 결과 경영혁신 측면에서 마케팅조직 강화, 시 장 다변화 정책 강화, 비즈니스 모델발굴, 경쟁제품의 모니터링 분석 체계 마련 등 을 제시하였다. 네트워크 측면에서 대기업과 상생 협력 가치사슬 및 생태계 조성 등이 필요함을 강조하였다. 경영전략 측면에서 세계 1등 기업육성 차원에서 팔리 는 제품생산을 위한 기획과 경영전략 지원제도 강화와 전북 연구소기업 성장 과정 전주기 모니터링제와 선순환 구조 제도를 도입하는 비즈니스 모델(BM) 개발 등을 제안하였다. 매출 없는 기업에 대해 핵심기술 가치 평가를 거쳐 회생절차 정책개발 과 성장단계별 책임성을 동반한 코칭 프로그램 도입도 주문하였다. 이어 이해관계 자가 참여하는 리빙랩제도 시행과 연구소기업의 혁신과 성장을 위한 개선방안을 제시한 전문가 풀제 도입 등도 필요성을 강조하였다. 셋째, 전라북도 연구소기업 설립 활성화를 위해 지역 특성을 고려하여 종자 산 업 특성화 육성과 IT를 접목한 스마트 농업육성 정책발굴 그리고 전북지역 중소기 업 기술혁신을 지원제도 강화와 공공 연구기관 기술마케팅과 기업 하기 좋은 도시 조성을 통한 기업 유치전략 등의 정책과제를 도출하였다.
