Rural festivals have changed their concept after industrialization and urbanization. Rural festivals were run by local residents based on the community. Nowadays, festivals are held for the purpose of revitalizing the local economy. Jinan-gun started the Jinan Red Ginseng Festival in 2013 with administrative support. The festival aims to revitalize the local economy and unite local residents. This study analyzes the economic, political and sociocultural impacts from anthropological perspectives based on objective data and interviews with various subjects on whether these festivals have achieved their original purpose. Economic impacts can be identified through statistical data during the festival and interviews with merchants participating in the festival. Statistics show that economic effects more than doubled every year. In 2018, the number of visitors decreased compared to 2017, but economic effects rose. However, ginseng farmers and merchants who participated in the festival feel that their income has decreased. In addition, the downtown area, which is far from the festival place, is considered to have a large economic loss because it cannot participate in the festival. The reason why the influence of the festivals appears to be different depending on the subject is that the success of the festival is judged only by the economic effect. This is due to the government's strategy for achieving outcomes. As a result, the economic impact of the festival was that Jinan-gun tried to commercialize red ginseng to increase the economic effect, but smallscale farmers and merchants were limited in connecting to commercialization. Political influence is manifested by the selection of members of the steering committee, which runs the festival, in the administration, and by leading the festival. In addition, conflicts with local residents also arise as the county governor uses the festival as a political strategy. In rural areas, the influence of the governor is heavily affected in festivals. The reason is that festival expenses are mostly covered by local government budgets. Therefore, the political purpose of the county governor is expressed through festivals. The sociocultural influence can be grasped through the process and reason of participation of each subject participating in the Jinan Red Ginseng Festival, the identity and pride of Jinan-gun and the role of the local residents’play space. Rural festivals provide local residents with new experiences in a short time. Therefore, the reason why locals participate in the festival is to treat guests, build friendships and strengthen social ties. The festival is a place in which complex functions are expressed intensively. The significance of the economic, political and sociocultural influences of the festivals examined in this study is to analyze the local community from a comprehensive perspective and to scrutinize the relationships between the subjects who made representative festivals in rural area in a short period of time.

본 연구는 진안홍삼축제가 본래 목적을 달성하였는지에 대해 객관적인 자료와 다양한 주체의 인터뷰를 기반으로 경제적 영향, 정치적 영향, 사회문화적 영향을 인류학적 관점에서 분석하는 것이다. 경제적 영향은 축제기간에 진행하는 통계자 료와 축제에 참가하는 상인의 인터뷰로 파악할 수 있다. 통계자료를 보면, 매년 경 제효과가 2배 이상 증가하였다. 2018년에는 2017년보다 방문객 숫자가 줄었지만 오히려 경제효과는 상승하였다. 그러나 축제에 참여한 인삼농가와 상인은 수입이 줄었다고 체감한다. 또한 축제장소와 떨어져 있는 주요 상가지역은 축제에 참여할 기회가 적기 때문에 경제적 손실이 크다고 생각한다. 이와 같이 각 주체에 따라 축 제의 영향이 다르게 나타나는 것은 축제의 성공을 경제적 효과로만 판단하기 때문 이다. 결과적으로 축제의 경제적 영향은 진안군이 홍삼을 상품화하여 경제적 효과 를 내려고 하지만 소규모로 운영하는 농가와 상인들은 상품화까지 연결하는 것에 한계가 있었다는 점이 나타난다. 정치적 영향은 축제를 운영하는 추진위원회의 구성원을 행정에서 선정하고 행 정이 주도하여 운영하면서 나타난다. 또한 군수가 정치적 전략으로 축제를 이용하 면서 지역민과 이해관계가 얽히게 된다. 농촌지역은 군수의 영향력이 크게 미치기 때문에 축제에도 똑같이 작용한다. 그 이유는 축제 비용은 대부분 지자체의 예산으 로 충당하고 있어 행정에 의존하여 운영할 수밖에 없는 구조이기 때문이다. 따라서 군수의 정치적 목적이 축제를 통해 발현된다. 사회문화적 영향은 진안홍삼축제에 참여하는 각 주체의 참여과정과 이유, 진안에 대한 정체성과 자부심, 지역민의 놀 이공간으로서의 역할을 통해 알 수 있다. 농촌지역 축제는 단기간에 새로운 경험을 지역민에게 제공한다. 그래서 지역민이 축제를 찾는 이유는 대접하기, 친분 쌓기, 사회적 유대감을 강화하려는 목적이다. 이와 같이 축제는 복합적인 기능이 집약적으로 발현되는 공간이다. 본 연구에서 분석한 경제적, 정치적, 사회문화적 영향은 종합적인 관점에서 지역사회를 연구했 다는 점과 농촌지역에서 단기간에 대표축제로 만든 주체들의 관계 속에서 내부적 연결고리를 촘촘하게 연구했다는 점에서 연구의 의의가 있다.
