The purpose of this study is, before discussing whether to expand immigration policy, to conceive of what the future society realized through an inclusive immigration policy will look like and what direction the policy should go for this. For this purpose, this study first defined the concept of an inclusive immigration policy. Also, focusing on the regional level, it looked at the European Intercultural City Index, which is an ideal model for the global era. Furthermore, this study tried to get implications on how this index relates to the policy goals of the central government currently being pursued, and what additional policy tasks to be pursued. As a result of the analysis, it was found that the European Intercultural City Index has links with openness, safety, human rights, and cooperation out of the policy objectives of the central government. But it was also found to be related to the practical daily life of local residents such as labor, education, housing, counseling, participation, and exchange. Community integration can be materialized through an approach at the municipal level in areas that the central government policy cannot cover. Besides, attention should be paid to the health and environment areas, which are becoming more important to the future society due to the Corona 19 pandemic and etc. The implementation of an inclusive immigration policy begins with recognizing the importance of the various fields of daily life in the local community space.

본 연구는 이민정책의 확대 여부를 논의하기에 앞서 포용적 이민정책을 통해 구현할 미래 사회의 모습은 어떠하며 이를 위해 정책은 어떠한 방향으로 나아가야 하는지를 구상하는 데 목 적이 있다. 본 연구는 이를 위해 먼저 포용적 이민정책의 개념을 정의하였다. 그리고 지역단위 수준에 초점을 맞추어 글로벌 시대 이상적인 모델이라 할 수 있는 유럽 상호문화도시지수를 살 펴보았다. 더 나아가 이 지수가 현재 추진 중인 중앙정부 정책목표와 어떻게 관련이 있는지, 추 가로 추진해야 할 정책과제가 무엇인지에 대해서도 시사점을 얻고자 하였다. 분석 결과 유럽 상호문화도시지수는 중앙정부의 정책목표 중 개방, 안전, 인권, 협력과 연계 성을 가지고 있으면서도 추가로 노동, 교육, 주거, 상담, 참여, 교류 등 지역주민의 실질적인 일 상생활과도 관련이 있는 것으로 나타났다. 중앙정부 정책이 모두 담아내지 못하는 영역들에 대 해 지자체 도시 차원에서의 접근을 통해 지역사회통합을 구체화할 수 있다. 그밖에 코로나19 팬데믹 등으로 미래 사회에 더욱 중요시되고 있는 보건 환경 영역도 관심을 가져야 한다. 포용 적 이민정책의 구현은 지역사회 공간에서 이루어지는 일상생활의 다양한 분야가 중요함을 인 식하는 데서 시작된다.
