This study aims to comprehensively examine the current state and issues of friction between South Korea, North Korea, and Japan, for draw up measures to improve the realization of the New-Korea Peninsula System. First of all, the political and diplomatic trends in relations between South Korea and North Korea, South Korea and Japan, and North Korea and Japan were considered from a multilateral perspective. Next, we focused on the issues of North Korea's nuclear problem in the Korean Peninsula, and also historical issues and export regulation of semiconductor materials with Japan. For the realization of the New-Korea Peninsula System, the following tasks should be resolved.: First of all, the two Koreas need to form a mutual consensus on the goal of peaceful coexistence in order to resolve the North Korea's nuclear problem. Also, it will have to seek the role of moderator though the establishment of an independent relationship in Korea. In export regulation of semiconductor materials, it is urgent to resolve export regulatory risks. In additon, We should have build a future-oriented relationship between South Korea, North Korea and Japan. By resolving these issues among the three countries, we can realize New-Korea Peninsula System, which seeks peace and coexistence.

본 연구는 한국・북한・일본의 3국간 마찰의 현황과 쟁점을 다자간 측면에서 종합적으로 고 찰하고, 이를 통하여 신한반도체제의 실현을 위한 개선방안을 도출하고자 한다. 우선 한국과 북한, 한국과 일본, 북한과 일본 간 정치외교적 관계의 동향을 다자간 관점에서 고찰하였다. 다음으로는 3국가 관계 내에서 첨예하고 대립하고 있는 한반도 북핵문제, 일본과의 역사문제, 반도체소재 수출규제 문제에 관하여 중점적으로 분석하였다. 신한반도체제 실현을 위해서는 다음과 같은 과제가 해결되어야 한다. 우선, 북핵 문제 해 결을 위해서는 평화공존이라는 목표에 대한 남북일 간 상호 공감대 형성이 필요하다. 과거사 문제 해결을 위해서는 남북일 관계의 회복이 전제되어야 한다. 또한 한국의 주체적인 관계 구축을 통하여 관계정상화 과정에서 중재자 역할을 모색해야 할 것이다. 반도체소재 수출규 제 문제에서는 한일 간 수출규제 리스크를 해소하는 것이 급선무이다. 또한 동아시아의 공동 번영을 목표로 미래지향적인 남북일 관계를 구축해 나가야 한다. 이러한 3국 간 쟁점의 해결 을 통하여 평화와 공존을 추구하는 신한반도체제를 실현할 수 있을 것이다.
