This study focused on the necessity of knowledge industrial center in Jeju and its utilization plan. This study was aimed to analyze the necessity and demand on establishment of knowledge industrial center in Jeju for the venture and startup in Korea. The results can be summarized as follows. First, it was found that knowledge industrial center needs to be established for the venture and startup in Jeju to respond to the challenges and opportunities in the 4th Industrial revolution Second, the demand for the office space in knowledge industrial center and intention for office relocation of the venture and startup should be considered in the stage of establishment. The type of business of tenant companies in knowledge industrial center is desired to be “Scale up”, which graduated from BI(business incubator), in other words, post BI. Third, it was found that the service support program of Jeju knowledge industrial center must satisfy the needs of tenant companies, especially the companies in the field of the new future industry, in other words, growth engines industry. Lastly, it is crucial to choose the right management agency to utilize knowledge industrial center efficiently.

이 논문에서는 창업 및 중소벤처기업의 스케일 업 입지 공간구축을 위한 제주특별자치도 내 공공 임대형 지식산업센터 건립 필요성과 활용방안에 대하여 표준화된 설문지를 가지고 제주특 별자치도 도내ㆍ외 150개 업체를 설문조사하였다. 조사 결과 도출된 시사점은 다음과 같다. 첫째, 향후 산업 환경변화에 대해 제주지역 창업ㆍ중소벤처기업들이 안정적으로 대응해 나가기 위한 제주특별자치도 내 공공 임대형 지식산업센터를 건립할 필요성이 크다. 둘째, 지식산업센터는 입주예상기업의 입주 의향과 욕구를 반영하여야 한다. 조사 결과, 입주 대상은 창업보육센터(BI) 졸업기업 등 창업 초기단계를 지나 성장단계로 진입하려는 스케일 업(Scale up) 기업을 최우선으로 고려해야 한다는 응답이 가장 많았다. 셋째, 제주 지식산업센터 건립과 운영, 특히 설치 시설, 지원 프로그램, 임대료, 운영기관 선정 등은 입주 기업의 구체적 니즈에 맞춰 수요자 중심으로 추진할 필요성이 있다. 넷째, 지식산업센터가 건립될 경우 입주 업종은 바이오ㆍ의료ㆍICT 등을 중심으로 제주 지역 미래 신산업에 대한 수요조사 결과를 반영하여 선정할 필요성이 있다. 마지막으로 제주 지식산업센터를 건립하여 효과적으로 운영하기 위해서는 전문 역량이 있는 관리기관을 잘 선정하여 센터가 효율적으로 관리 운영될 수 있도록 해야 한다.
