The Bio-politics of Imperial Japan and Eugenics of “Japanese Imperialism”

Yoshio Koya has a unique position in the history of eugenics in Japan. During the Daisho period(1912-26), He was a scholar of sanitary studies. But at the same time, he was an artist who created novels and plays. Through the mid1930s, he built his own sanitary science called “Rassenbiologie”. And during the war, he was deeply involved in the establishment and implementation of wartime population policy as a welfare official. In other words, he was a mediator who incorporated the eugenics of noninstitutional studies and the eugenics into the population policies of wartime countries, while at the same time trying to reflect his “Rassenbiologie” in population policies. His career as an “eugenologist” cannot be considered separately from the history of modern Japanese eugenics combined with the nation's population policy.
