This study analyzed the concept, role, operation form, and expertise of ombudsperson for children, focusing on ordinances regarding the building of child friendly cities established by local governments. As for the analysis target, of 45 local governments certified as child friendly cities, 23 local governments with ombudsperson for children ordinance or items enacted in their ordinance were analyzed. Looking at the analysis results, with regard to the concept of ombudsperson for children, the ombudsperson, children’s rights commissioner, and children’s rights ombudsperson were mostly used, and regarding the definition of the concept, the protection promotion of children’s rights, relief functions, and independent spokespersons were defined. Regarding the role of ombudsperson for children, most local governments proposed protection‐promotion of children’s rights, counseling, and policy proposals, and defined independent status. Regarding the installation type, 3 to 5 people was commissioned by the apparatus leader, and they were prescribed to work for children. Regarding the expertise of ombudsperson for children, in most governments, a child rights legal expert or a child welfare expert was appointed for a term of two years and prescribed to be reappointed once, and their treatment can be paid as an activity allowance. For suggestions according to the analysis results, first, it is necessary to unify the names and define definitions of ombudsperson for children, second, it is necessary to specify an independent authority based on the independence of ombudsperson for children, third, there should be a clear division of roles according to the installation type of ombudsperson for children, and fourth, the treatment of ombudsperson for children should be improved.

본 연구는 지방자치단체에서 제정한 조례를 중심으로 아동옴부즈퍼슨의 개념과 역할, 운영형태, 전문성 등을 분석하였다. 분석대상으로 아동친화도시 인증을 받은 45개 지방자치단체 중 아동옴부즈퍼슨 조례나 항목이 조례에 포함된 23개 지방자치단체를 분석하였다. 분석결과를 살펴보면, 아동옴부즈퍼슨의 개념규정은 옴부즈퍼슨 혹은 아동권리옹호관, 아동권리옴부즈퍼슨을 대부분 사용하였으며, 개념정의는 아동권리의 보호증진 및 구제기능, 독립적 대변인으로 규정하였다. 아동옴부즈퍼슨의 역할은 대부분의 지방자치단체에서 아동권리보호ㆍ증진, 상담, 정책제안 등을 제시하고, 독립적인 지위를 규정하였다. 설치형태는 3명~5명 사이로 단체장이 위촉하도록 하였으며, 아동을 대상으로 활동하도록 규정하였다. 아동옴부즈퍼슨 전문성은 아동인권 법률전문가 혹은 아동복지 전문가를 임기 2년으로 위촉하고 한번 연임할 수 있도록 규정한 곳이 대부분이었으며, 처우는 활동수당으로 지급할 수 있도록 하였다. 분석결과에 따른 제언사항은 첫째, 아동옴부즈퍼슨의 명칭통일과 정의규정이 필요, 둘째, 아동옴부즈퍼슨 독립성에 기반한 독자적인 권한명시 필요, 셋째, 아동옴부즈퍼슨 설치형태에 따라 명확한 역할구분, 넷째, 아동옴부즈퍼슨 활동에 대한 처우개선이다.
