The purpose of this study is to examine the construction and material value of and data value of ｢Jangyong-yeong Daejeolmok｣ which summarizes the history and operation of Jang Yong-yeong, a pro-government camp established by King Jeongjo in 1793 (the 17th year of King Jeongjo's reign). A comprehensive conclusion are as follows: First, Regarding the records related in Jangseo-gak, the Academy of Korean Studies, There are 13 books of four types, including eight books on the ｢ Jangyong-yeong Gosa｣, three books on the ｢Jang’yong-yeong Daejeolmok｣, one book on the ｢Jangyong-cheong Jeomok-cho｣. Second, ｢Jangyong-yeong Daejeolmok｣ consists of 62 items in three books and The first volume includes 34 items from Geonchi to Gonchi, the second from Gyeongyong to Jabsik, and the third from Oeyeong to Noryangjin. Among them, Geonchi indicating the history of Jang’yong-yeong installation exists only in the list and its actual contents are omitted. Third, ｢Jangyong-yeong Daejeolmok｣ is the primary historical records to the study of Jang Yong-yeong in King Jeongjo. The first volume includes the most important contents related to Jang Yong-young's establishment and personnel management system. The second volume deals with Jang Yong-young's finances, while the third volume deals with Jang Yong-young's Woe young , a Hwaseong in Suwon. Jang Yong-yeong's administration and timing issues can be presented in 62 categories from Geonchi to Noryangjin, providing the best insight into Jang's overall operation, and its special aspect as a military camp. Through this, It can show a feature that proves King Jeongjo's special interest and affection of Jang Yong-yeong. Fourth, There are four ways to uncover the data value of ｢Jangyong-yeong Daejeolmok｣. ①It will strengthen accessibility to records related to the study of Suwon and the political and military history in King Jeongjo period. ②It can expand the scope of military ritual research in the late Joseon Dynasty. ③It can also be used for research on political history in the late Joseon Dynasty.④ It can present the possibility in the research and utilization of Samok and Jeolmok.

이 연구의 목적은 정조가 왕권 강화를 위해 1793년(정조 17)에 설치한 친위 군영인 장용영의 연혁과 운영에 대한 전반적인 시행규칙 내용을 정리한 『장용영대절목(壯勇營大節目)』의 구성과 자료적 가치를 검토하 는 것이다. 이에 대한 종합적인 결론은 다음과 같다. 첫째, 한국학중앙연구원 장서각에 소장된 장용영 관련 기록은 『장용 영고사(壯勇營故事)』 8책, 『장용영대절목(壯勇營大節目)』 3책, 『장용영한 산청천성책(壯勇營閑散廳薦成冊)』 1책, 『장용청절목초(壯勇廳節目抄)』 1 책 등 4종 13책이다. 둘째, 『장용영대절목』은 3권 3책 총 62개 항목으로 구성되어 있다. 1권 은 건치(建置), 관직(官職), 장교(將校), 차제(差除), 원역(員役), 천전(遷轉), 군제(軍制), 청사(廳舍), 부신(符信), 군호(軍號), 초정(抄定), 참알(參謁), 의 절(儀節), 직장(職掌), 겸찰(兼察), 군적(軍籍), 군기(軍器), 형명(形名), 입직 (入直), 번상(番上), 배호(陪扈), 징발(徵發), 호궤(犒饋), 이진(肄陣), 강사(講 射), 시사(試射), 중일(中日), 사습(私習), 취재(取才), 마정(馬政), 급사(給仕), 급가(給暇), 칙령(飭令), 곤치(棍治) 등의 34개 항목이다. 2권은 경용(經用), 지방(支放), 곡부(穀簿), 회외(會外), 포폄(褒貶), 상견 (相見), 회좌(會坐), 문첩(文牒), 시상(施賞), 회계(會計), 반열(反閱), 주휼(周 恤), 연한(年限), 잡식(雜式) 등의 14개, 3권은 외영(外營), 승유수(陞留守), 제치(制置), 분공(分供), 친군위(親軍衛), 보군(步軍), 유방(留防), 별군관(別 軍官), 도시(都試), 배봉진(拜峯鎭), 고성진(古城鎭), 장별도시(壯別都試), 갈 마창(葛麻倉), 노량진(露梁鎭) 등의 14개 항목이다. 이 가운데 제1권에서 장용영의 설치 연혁을 알 수 있는 건치(建置)는 목록에만 나와 있고, 실제 내용은 누락되어 있다. 셋째, 『장용영대절목』은 정조대 장용영 연구에 필수적인 사료이다. 1 권은 가장 중요한 장용영의 설립 및 인사 운영 체계와 관련된 내용이 포함되어 있다. 2권은 장용영의 재정과 관련된 내용을 다루고 있으며, 3 권은 수원 화성인 장용영 외영을 다루고 있다. 장용영 군제의 운영과 시 기별 사안들을 건치(建置)부터 노량진(露梁津)까지 62개 항목으로 제시하 여 장용영의 전반적인 운영 실태를 일목요연하게 가장 잘 파악할 수 있 다는 장점과 장용영이 중앙 군영으로써 면모를 살펴볼 수 있는 중요한 자료라고 할 수 있다. 이를 통해 정조의 장용영에 대한 각별한 관심과 애정을 엿 볼 수 있는 특징이 있다. 넷째, 『장용영대절목』의 자료적 가치는 네 가지로 제시할 수 있다. ① 향후 수원학 및 정조 시대의 정치사⋅군제사와 관련된 자료들에 대한 접근성을 강화시켜 준다. ②조선 후기의 군제사 연구의 폭을 넓혀 줄 수 있다. ③조선 후기 정치사 연구에도 활용될 수 있다. ④사목⋅절목류의 연구 활용에 가능성을 제시할 수 있다.
