The purpose of this study is to propose a plan for the safety inspection system for sports facilities through the review of public sports facility managers regarding the problems of sports facilities safety related laws. A total of 17 experts were organized for literature research, field data collection, and comprehensive interpretation. The conclusions based on the derived research results are as follows. First, the public sports facility manager's manual should be stipulated according to the structure and characteristics of the site. Second, experts and specialized organizations who manage public sports facilities should be nurtured. Third, the results of safety inspection of public sports facilities, policy support, and measures should be disclosed. Lastly, the establishment of a management system for public sports facilities should be recognized as a system that is meaningful to not only managers, but also users of facilities, thereby establishing a sports safety culture.

본 연구는 체육시설을 중심으로 안전과 관련된 법제도의 문제점을 현재 공공체육시설 관리자들의 시선에서 다양 한 검토를 통해 실효성 있는 체육시설 안전점검제도개선 및 점검처리 방안을 제시하는데 목적이 있다. 문헌조사, 현장 중심의 자료 수집을 통한, 종합적으로 해석하기 위하여 현장전문가 12명, 연구전문가 5명으로 총17명의 전문가를 구성하 였다. 도출된 연구결과를 통한 결론은 다음과 같다. 첫 번째 공공체육시설 관리자의 매뉴얼은 현장의 구조와 특성에 맞도 록 시설안전관리에 관한 종합계획을 명문화하여야 한다. 두 번째, 공공체육시설을 전문적으로 관리하는 전문가와 기관을 육성하여야 한다. 세 번째, 공공체육시설의 안전점검 결과와 정책적 지원, 그리고 조치결과를 공개하여야 한다. 끝으로 공공체육시설 관리체계구축이 국가, 지방정부, 그리고 시설을 관리하는 공공기관 관리자 외에도 시설을 이용하는 국민에 게도 의미가 있는 제도로 인정될 수 있도록 다양하게 연구와 분석을 통해 스포츠 안전문화를 정착되기를 기대한다.
