Recently, the economic situations of local cities are becoming more difficult especially due to the rapid decline of young generation (generally thought to be responsible for the main economic production driver) as well as the low birth rate, aging population, and “High Population Density in Tokyo” phenomenon, causing the great concern about the decline of local cities, or so-called the "Local City Extinction Theory", in result. Accordingly, Japan has been promoting local urban regeneration policy since 2014 with the aim to solve above-mentioned problems. This study focused on the system of local urban regeneration in Japan, including the background, purpose, and content of urban regeneration promotion in Japan. The results are as follows: First, Japan's local urban regeneration is one of the urban policies to rectify high population density in Tokyo, to restrain the population decline in local cities, and to improve the vitality throughout Japan. Second, Japan's local urban regeneration policy was established as the first long-term vision and comprehensive strategy in 2014, and was implemented as the primary stage for five years until 2019. In December 2019, the second long-term vision and comprehensive strategy were established and implemented as the secondary stage from 2020. Third, the first long-term vision and comprehensive strategy are being established by dividing into national and local regions.

최근 일본은 저출산·고령화로 인한 인구감소와 “도쿄권 일극집중” 등으로 인해 지방도 시의 인구가 급속히 감소하고 있으며 특히 중심적 생산활동 인구인 젊은 층의 급속한 감 소로 지방도시의 경제상황이 점점 어려워지고 있어 지방도시의 쇠퇴가 크게 우려되는 가 운데 “지방도시 소멸론”까지 대두되고 있는 상황이다. 일본은 이러한 문제를 해결하기 위 한 목적으로 2014년부터 지방 도시재생 정책을 추진하고 있다. 본 연구는 이러한 일본 지 방 도시재생 추진배경, 추진목적, 추진내용 등 일본의 지방도시재생의 체계에 대해서 살 펴보았다. 연구결과는 다음과 같다. 첫째 일본의 지방도시재생은 도쿄의 일극중심을 시정하고, 지 방의 인구감소를 저지하며, 일본 전체에 활력을 향상시키기 위한 목적으로 추진되고 있는 도시재생정책의 하나이다. 둘째, 일본의 지방 도시재생 정책은 제1기 장기비전과 종합전 략이 2014년 수립되어 2019년까지 5년 간 1단계로 추진되었고 2019년 12월에는 제2기 장 기비전과 종합전략이 수립되어 2020년부터 2단계로 추진되고 있다. 셋째, 제1기 장기비전 과 종합전략은 국가와 지방으로 나누어서 수립되고 있다.
