Italy, Latin country such as France and Spain, has been continued the safety of country with harmony of National Police, Military police, Local Police, Police of Finance, and Prison Police.First of all, Main theme of this research is that the structure, characteristics and operation of Italy police system. Historically, It is very suggestive to Korea who has been operated only national police system since 1945, National Independence. Italy’s local police system appeared as a local police at independent areas where make possible to support operation expense for themselves and then approved by National government. Oppositely, Korea has a plan to adopt this system to 235 local governments in perfect order by distribution of government subsidy. It is expected to have many trial and error and problems. Therefore, Italy’s long historic system makes it possible to be reference for us.

프랑스나 스페인과 함께 라틴계로 분류되는 이탈리아는 국가경찰, 군인경찰, 자치경찰, 재무경찰, 교도경찰제도를 적절히 조화시키면서 치안질서를 유지해 나가고 있다. 무엇보다 이탈리아의 경찰제도는 어떠한 구조를 이루고 있으며 또한 어떠한 특징을 보여주면서 운영되고 있는지를 심층 분석해 보는데 본 연구의 목적을 두고 있다. 특히 필자는 본 연구를 위해 10일 동안 이탈리아 현지의 내무성 경찰국과 로마 경찰서 및 자치경찰의 상징인 띠보리(Tivori)시 도시경찰 기관을 직접 방문했으며 정확한 최근의 자료를 모아 논문에 활용하였다. 역사적인 맥락에서 볼 때 이탈리아가 활용하고 있는 국가경찰, 군인경찰, 재무경찰, 자치경찰제도는 1945년 해방 이후 국가경찰만 운용하고 있는 한국에게도 시사하는 바가 크다고 하겠다. 이탈리아의 경우 한국과 크게 다른 점은 자연발생적으로 자립도가 가능한 지역에서 자기의 비용부담으로 자치경찰제도가 국가의 승인을 받아 뿌리 내리게 되었다는 점이다. 이에 반해 한국의 경우는 중앙정부에서 재정보조금을 지급하면서 전국 234개 기초자치단체에 일사불란하게 도입하고자 하는 점에서 크게 차별화 된다. 적지 않은 시행착오와 시련이 따르리라고 예상된다. 지방분권의 상징으로 대표되는 자치경찰제도를 정부가 어떻게 정착시켜 나갈지 중요한 과제가 아닐 수 없다. 이런 의미에서 오랜 자치경찰의 역사를 가진 이탈리아 경찰제도는 우리에게 미약하나마 참고가 될 수 있을 것이다.
