The Asia-Pacific Economic Cooperation Summit was held in the People’s Republic of China in November 2014, President Xi Jinping proposed the “Belt and Road Economic Zone Initiative.” In the past seven years, the Belt and Road Initiative has won the support and trust of 138 countries and 30 international organizations, and has shown strong vitality in responding to global challenges. In 2016, the United States, Russia, Europe, ASEAN and other neighboring countries all expressed their active support for the peaceful reunification of the Korean Peninsula. In order to attract foreign investment, North Korea has been working hard to amend various regulations and systems to provide a legal environment for attracting foreign investment.As of 2018, there are a total of 98 trade and foreign investment laws, 9 special economic zones and special economic zones related to North-South economic cooperation or land rent laws etc. China will further increase its opening to the outside world, and its economic relations with countries around the world including South Korea will also become closer. The prolonged trend of the epidemic is sweeping the world, and both North Korea and South Korea are facing new challenges and opportunities. In this context, in the Post-Covid-19 period South Korea and China’s investment in third countries, the cooperation between China North Korea and South Korea is even more important.

2014년 11월 중화인민공화국에서 개최된 아시아 태평양 경제 협력체 정상 회의에서 시진핑 주석이 일대일로(一帶一路) 경제권구상을 제창했다. 7년 동 안 일대일로는 138개국과 30개 국제기구의 지지와 신뢰를 얻으며 글로벌 도전 에 대처하는 데 강한 생명력을 나타냈다.2016년에는 미국, 러시아, 유럽, 아세 안 등 주변국의 한반도 평화통일을 적극 지지하는 반응을 표시했다. 한국은 적 극적 북한의 대화와 협력을 추진하고자 노력하고 있다. 북한은 외국인투자를 위한 여러 법규와 제도를 제·개정하여 외자 유치를 위한 법적 환경을 마련하고자 노력해왔다. 2018년까지는 27개 통상외국투자 법, 9개 경제특구 및 남북경협관련 특구나 지대법 등을 총98개나 된다. 중국은 대외 개방 수준을 더욱 높일 것이고, 한국을 포함한 세계 경제와의 관계도 더 욱 긴밀해질 것이다. Covid-19 장기화될 것이라는 전망이 전 세계를 강타하고 있고, 남북한 모두 새로운 도전과 기회를 맞고 있다. 이런 배경에서 포스트코 로나시대에 남중의 제3국의 투자와 남북중의 협력을 더욱더 중요한다.
