Civil traditional Chinese medical doctor is an important part of the team of traditional Chinese medical doctor in China. With their huge team scale and unique geographical advantages, they have made indelible contributions to the national medical and health industry and national health. After the formation of education system of medical schools, the education of Chinese medical schools has been recognized by the public for its scientific, professional and standardizedcharacteristics.The system of civil traditional Chinese medical doctors trained by traditional methods of mentoring, family transmission, and self-study has been gradually declined. China’s vast rural areas and remote mountainous areas have a large population and serious shortage of medical resources. The state health department realizes that in order to alleviate the imbalance of urban and rural medical resources, they can only rely on civil traditional Chinese medical doctors who should be given legal medical qualifications. There are two main ways for civil traditional Chinese medical doctors to obtain legal medical qualifications: one is to obtain the qualifications of traditional Chinese medical doctors through the qualification examination system, and the other is to obtain the qualifications of people with expertise in traditional Chinese medicine through the qualification assessment system. Under the qualification examination system, civil traditional Chinese medical doctors can obtain the same practicing authority as academic traditional Chinese medical doctors after passing the qualification examination. This is not only unfair, but also easy to cause medical disputes, because civil traditional Chinese medical doctors are lack of theoretical knowledge. In contrast, the qualification assessment system is more suitable for the development characteristics of civil traditional Chinese medical doctors and is conducive to the inheritance of traditional Chinese medicine. Therefore, the author proposes to abolish the qualification examination system for civil traditional Chinese medical doctors, and at the same time modify the imperfections in the qualification assessment system. It is hope to promote the development of civil traditional Chinese medical doctors with a more reasonable and complete system, and form a multi-level traditional Chinese medicine doctor team with Chinese characteristics, and contribute more to the development of traditional Chinese medicine and national medical and health undertakings.

중국 민간중의사는 중의사팀의 중요한 부분으로 방대한 규모의 대오와 독특 한 지리적 우위로서, 국가의 의료위생사업과 국민의 건강에 많은 공헌을 하였 다. 의과대학 교육시스템이 형성된 이후, 중의과대학 교육은 과학화·전문화· 표준화라는 특징을 통하여 대중에게 인정을 받고 있는 반면, 전통사승(师承)· 가전（家传)과 독학방식으로 양성된 민간중의사 체계는 타격을 받아 점차 하 락하고 있는 상황이었다. 중국의 많은 농촌지역과 산간오지에는 인구가 많은 것에 비해 의료자원이 심각하게 부족하였으므로, 국가 위생 부문은 의료자원의 불균형을 해소할 수 있는 방안이 민간중의사라 판단하여 민간중의사에게 합법 적인 자격을 취득할 수 있도록 하였다. 현재, 민간중의사가 합법적인 자격을 취득하는 방식은 두 가지이다. 첫 번 째 방식은 의사자격 고시제도를 통하여 개업중의사 자격을 얻는 것이며, 두 번 째 방식은 중의의술 확유전장(确有专长) 인원 의사자격 고과제도를 통해 의사 자격을 취득하는 것이다. 자격고시 제도하에서의 민간중의사는, 자격시험 합격 하면 학력중의사와 같은 업무권한을 취득할 수 있었기 때문에 의사자격에 대 한 불공평한 현상을 초래하였으며, 의료지식 부족으로 의료분쟁이 발생될 가능 성이 높았다. 따라서 민간중의사의 특성에 적합한 의사자격고과제도의 도입은 전통중의학의 계승에 도움이 될 것이라 사료된다. 민간중의사자격고시제도를 폐지하고 자격고과제도의 미비점을 개선한다면, 합리적이고 완벽한 제도체계 로서 민간중의사의 발전을 촉진할 수 있을 것이며, 중국특색의 다층적인 중의 사팀을 형성하여, 중의학과 국가 의료위생사업의 발전을 위해 더욱 많은 힘을 이바지할 수 있을 것이라 기대한다.

中国民间中医师是中医师队伍的重要组成部分，其以庞大的队伍规模 及独特的地缘优势为国家医疗卫生事业以及国民健康做出了不可磨灭的 贡献. 医学院校教育体系形成后，中医学院校教育以科学化、专业化、标 准化的特点得到大众认可. 以传统师承、家传和自学方式培养的民间中医 师体系遭受打击并逐渐没落. 中国广大农村地区及偏远山区人口众多，医 疗资源严重不足，国家卫生部门意识到，想要缓解城乡医疗资源不均衡 的矛盾，需要依靠民间中医师，应该赋予民间中医师合法的行医资格. 现阶段民间中医师取得合法行医资格的方式主要有两种：一是通过执 业医师资格考试制度取得执业中医师资格，二是通过中医医术确有专长 人员医师资格考核制度取得中医医术确有专长人员医师资格. 资格考试制 度下，民间中医师通过执业医师资格考试后便取得与学历中医师同样的 执业权限，这不仅有不公平之嫌，同时因民间中医师缺乏理论知识，容 易引发医疗纠纷. 相比之下，资格考核制度更适合民间中医师的发展特 色，有利于传统中医学的继承. 因此，笔者建议废止民间中医师资格考试 制度，同时对资格考核制度中的不完善之处予以修缮，以更合理完善的 制度体系促进民间中医师的发展，形成中国特色多层次中医师队伍，为 中医学和国家医疗卫生事业的发展贡献更多力量.
