This study started from the realistic demand for the effectiveness of the KIIP program of the Ministry of Justice, which is being implemented as the main concern of social integration due to the surge of immigrants in Korea. For this purpose, a qualitative case study was conducted on 8 immigrants, 5 instructors and 3 practitioners who participated in the social integration program. The results of the study were categorized into three parts based on the experience before and after participation. Specifically, the expected outcome of the Social Integration Program is that this program has the potential to become an effective vehicle to provide the common platform to meet the variety groups of immigrants and share concerns and offer linguistic support to understand one another. The positive outcome of the Social Integration Program was to help the participants to understand the cultural differences to bridge the gap between two cultures through its curriculum and operation system, however, the downside of the program was the curriculum overload for the limited course time. The overall evaluation of the Social Integration Program was positive due to the program’s flexibility that allows the change of the visa even after acceptance. The implantation of the Social Integration Program enabled the participants to acquire language and culture, enhance the interpersonal relationship, and communicate with different nationalities. The suggestions of this study are as follows: First, the strengthening of life adaptation education and vocational education outside the existing curriculum in the educational dimension, second, the expansion of the network for accessibility of educational places in the operational dimension, third, the evaluation of the attitude toward social integration in the institutional dimension, and fourth, the improvement of structural policy for the improvement of awareness of the fundamental purpose of social integration program in the policy dimension.

본 연구는 한국의 이민자 급증에 따른 사회통합이 주요 관심사로 떠오르며 시행되고 있는 법무부 사회통합프로그램(KIIP)의 실효성에 대한 현실적 요구에서 출발하였다. 이를 위해 사회통합프로그램 참여자인 이민자 8명, 교육 강사 5명과 실무자 3명을 대상 으로 질적 사례연구를 실시하였다. 연구결과는 참여 전과 과정 중 참여 후 경험을 바탕 으로 세부분으로 범주화되었다. 구체적으로, 사회통합프로그램에 대한 기대는 다양한 국적의 이민자를 만나 서로의 고민을 공유할 수 있겠다는 참여기대와 언어적 지원은 서로를 이해할 수 있는 중요한 촉매제라는 것이다. 사회통합프로그램에 대한 참여는 교육과정 및 운영체계를 통해 교육적 효과보다는 문화를 알 수 있어서 좋았으나, 교육 시간에 비해 과다한 커리큘럼은 아쉬움으로 나타났다. 사회통합프로그램 평가는 불만 족스러운 부분도 합격 후 비자변경을 할 수 있다는 결과에 대부분 만족하였다. 사회통 합프로그램 운영은 참여자들이 언어와 문화를 습득하고 이를 통해 다양한 국적자와 소 통하면서 대인관계가 확대되었다는 평가로 나타났다. 본 연구를 통한 제언점은 첫째, 교육적 차원에서 기존 교육과정 외 생활적응교육과 직업교육 강화와 둘째, 운영적 차 원에서 교육장소의 접근성을 위한 네트워크 확장, 셋째, 제도적 차원에서 사회통합에 대한 태도 점검, 넷째, 정책적 차원에서 사회통합프로그램 근본 목적에 대한 인식개선 을 위한 구조적 정책개선방안을 모색하는 것이다.
