While experiencing the COVID-19 pandemic, discussions to establish policies and systems after COVID-19, and to seek action are actively taking place at home and abroad in all fields such as politics, economy, society, health, and education. The cultural field is no exception. it is more urgent than ever to set a direction for local culture and art in the so-called 'era of decentralization and local self-government as well as the disappearance of local cities'. This study intends to suggest a direction to retain life and further vitalize local culture and art after COVID-19. To this end, this study has examined project cases in the field of local culture and art, while considering domestic cultural and local cultural policies as well as the international community. And ways to vitalize local culture and art was drawn, with setting the direction of local culture and art policy after COVID-19 based on it. As a result, three directions of policy on local culture and art such as a space-based local culture and art policy, a people-based local culture and art policy, and a content-based local culture and art policy that consider four aspects of digital, human, green, and inter were suggested. Above all, this study emphasized that the local cultural environment, creators and enjoyers, contents of local culture and art are three important factors to vitalize local culture and art, not only before but after COVID-19.

코로나 19 팬데믹 상황을 겪으면서 국내외로 정치, 경제, 사회, 보건, 교육 등 모든 분야에서는 코로나 19 이후의 정책 및 제도 수립과 실천 방안을 모색하는 논의가 활발 하게 이루어지고 있다. 문화 분야 또한 예외가 아니며, 소위 ‘지방 분권 및 자치 강화와 지방 도시 소멸 시대’의 흐름 속에 지역문화예술을 위한 방향 설정이 그 어느 때보다 절 실하다. 이 연구는 코로나 19 이후 지역문화예술의 명맥을 유지하고 나아가 활성화시 킬 수 있는 방향을 제안하고자 하였다. 이를 위해 이 연구에서는 우선 국제 사회와 국 내외 문화 및 지역문화 정책들을 고찰하는 한편, 국내외 지역문화예술 분야의 사례를 살펴보았다. 그리고 이를 바탕으로 코로나 19 이후 지역문화예술 정책의 방향을 설정 하고 지역문화예술을 활성화하는 방안을 도출하였다. 그 결과, 디지털(digital), 휴먼 (human), 그린(green), 상호(inter)의 네 측면을 고려한 공간 기반의 지역문화예술 정 책, 사람 기반의 지역문화예술 정책, 콘텐츠 기반의 지역문화예술 정책 방안을 제시하 였다. 무엇보다 이 연구에서는 지역문화예술을 활성화하기 위해서 코로나 19 이전뿐만 아니라 이후에도 지역문화 환경, 지역문화예술 창작자와 향유자, 지역문화예술 콘텐츠 가 중요한 세 가지 요소라는 점을 강조하였다.
