IPTV provides a variety of service due to its characteristics of interactivity. This paper intends to investigate the regulatory policy of IPTV and to analyze the relevant factors of regulatory dilemma in the convergence service. Specifically, this paper focuses on content access regulation that allows new platform operators to provide vertically integrated channels or program in the market. Many operators will not intend to supply their programs to competitors; this may cause unfair competition among operators in the media market. Therefore, it is necessary to prepare content access regulation like PAR in the US. This paper attempts to discuss structural changes in the content industry and issues in content access.

지상파 실시간 재전송이 합의됨에 따라 융합 미디어서비스인 IPTV 도입 논의를 시작한 지 4년 만에 IPTV 서비스 상용화가 국내에서 본격적으로 개시되었다. 지금까지 IPTV규제 논의는 융합서비스라는 IPTV의 특성을 이해하는 차원보다는 기존 이해관계의 맥락에서 논의되어 왔으며, 현 시 점에서도 융합서비스의 미래에 대한 전망은 엇갈리고 있다. 그동안 융합 미디어서비스의 도입에 있어 망과 콘텐츠 동등접근의 쟁점은 융합미디어 서비스의 공정 경쟁에서 핵심 쟁점으로 떠올랐고, 이 쟁점은 향후 미디어 시장지배력의 전이방지, 가격결합 경쟁 등 실질적으로 모두 상호 연계되 어 있다. 이 논문은 국내 융합 미디어서비스인 IPTV의 도입을 중심으로 그동안 국내 미디어 시장에서 나타난 주요 규제 쟁점 등을 살펴보면서, 주요 쟁점의 내용과 논의의 전개과정, 그리고 이슈를 둘러싼 각 사업자의 입장을 탐색적으로 고찰하였다. 이를 통해 국내 융합미디어서비스 도입에 따라 제기된 관련 쟁점에 어떤 정책적 대안과 규제가 필요한지에 대한 논 의를 제기하고자 한다.
