Retransmission policy for analog over-the-air broadcasting signal is needed to be changed due to the digital transition. The main goals of retransmission policy for digital broadcasting are to secure universal service and program diversity and to provide level playing ground for players. Considering the characteristics of digital broadcasting, the important issues involves dual carriage, total carriage and definition of "program related material". American cable TV industry and over-the-air broadcasting industry fight over these debatable issues, This study reviews policy goal and implementation of retransmission policy for analog broadcasting and examines the controversial issues related to digital broadcasting retransmission policy.

아날로그 방송 환경에서 만들어진 지상파 방송의 재송신 정책에 대 하여 디지털 방송 시대를 맞이하여 새롭게 재정비 되어야 할 필요성이 대두되고 있다. 디지털 시대의 지상파 방송의 재송신 정책 목표는 보 편적 서비스와 프로그램 다양성을 확보하고 방송 사업자간에 공정한 경쟁 확보에 있다. 디지털 방송의 특성을 고려했을 때 현재 논란이 되 고 있는 주요 재송신 문제는 이중전송 규정, 전체전송 규정, 프로그램 과 관련된 컨텐츠에 대한 정의 등이 있다. 이러한 디지털 방송과 관련 된 재전송 정책 쟁점에 대해서 미국의 케이블 TV업계와 지상파 방송 사들은 첨예하게 대립된 입장을 보이고 있다. 본 연구는 기존 방송환 경에서의 재송신 정책의 목표와 추진 경과를 살펴보고 새롭게 제기되 는 디지털 방송의 지상파 재송신 정책과 관련된 쟁점을 고찰하였다.
