The autonomous police system, which is operated by local self-governments, is scheduled to begin a test run in late 2005 and to be put into entire operation in 2006, for the first time since the establishment of our government: so the issues related to the introduction and operation of the local autonomous police system become important. Facing the introduction of the autonomous police system, this study will deal with the theoretical background and current issues of the local autonomous police system and compare our police system with those of foreign countries based on the survey data collected from police officers, in order to help local governments and the police understand each other better. Additionally, this study will analyze how to efficiently introduce the system and suggest alternative policies for the development of the system.

시․군․구 등 기초자치단체가 보조기관으로 자치경찰을 운영하는 자치경찰제도가 정부수립이후 처음으로 2005년 하반기부터 시범적으로 실시되며, 2006년부터 전면적인 실시를 앞두고 있는 현시점에서 자치경찰제의 도입․실시에 따른 크고 작은 각종 현안들이 중요한 문제로 대두되고 있다. 본 연구는 자치경찰제 도입․실시를 앞두고 있는 상황에서 자치단체와 경찰 상호간의 이해를 돕기 위해 자치경찰제의 이론적 배경을 비롯 자치경찰제의 쟁점 및 외국의 자치경찰제 비교연구 그리고 경찰공무원을 대상으로 한 자치경찰제에 관한 설문조사 결과에 초점을 맞추어 주요한 논의들을 정리하고자 한다. 나아가 자치경찰제의 효율적인 도입 방안에 관한 검토 및 발전방안에 대한 정책적인 대안을 제시하고자 한다.
